PLAN COMMISSION Minutes March 27, 1996 The Plan Commission held its regular meeting in the E.O.C. room located in the basement at City Hall, 6801 Delmar Boulevard, University City, Missouri on March 27, 1996. The meeting commenced at 7:30 p.m. with Chairperson Solodar presiding. Voting Members PresentVoting Members Absent A. Smith Mickey Peniston Andrea Ratner Susan Glassman Council Liaison Present : Paul Schoomer, Councilmember Staff Present : Al Goldman, Director of Planning; Frank Hill, Zoning Administrator Approval of Minutes Chairperson Solodar stated that the Commission would now consider approval of the minutes from the February 28, 1996 meeting. Mr. Kahn moved for approval of the February 28, 1996 minutes. The motion was seconded by Ms. Glassman and passed by a vote of 5 to 0. Public Hearing: Conditional Use Permit #331, carry out restaurant, 6841 Olive Chairperson Solodar announced that a public hearing was scheduled to hear an application from Constance Martin for a conditional use permit to operate a carry out restaurant at 6841 Olive. The Chairperson noted the Commission's procedures and criteria for reviewing conditional use permits and amendments to them. He specifically stated that the Plan Commission must consider whether the use: a) complies with all applicable provisions of the Zoning Code; b) at the specific location will contribute to and promote the community welfare or convenience; c) will not cause substantial injury to the value of neighboring property; d) complies with the overall neighborhood development plan and existing zoning district provisions; and e) will provide, if applicable, off-street parking and loading areas in accordance with the standards contained in the Zoning Code. The Chairperson called upon the applicant. Constance Martin, 9437 Cimarron Ct., St. Louis, Missouri 63132, gave an overview of her proposal to operate a carry out restaurant at 6841 Olive. Chairperson Solodar called on Planning Director Al Goldman to provide the staff report. Mr. Goldman stated a Conditional Use Permit was issued in 1977 for a carry out restaurant in this strip center for the unit designated as 6847 Olive. That facility ceased operations several years ago. Last year, a different operator was approved in 6847 Olive but never opened for business. That operator
