Ms. Glassman moved that the Plan Commission recommend approval of the <br />Conditional Use Permit subject to the following conditions: <br />1.Primary signage shall be limited to a single wall sign mounted above the display window and <br />not exceeding 25 square feet in gross sign area. <br />2.A detailed landscaping plan shall be submitted to the Director of Planning for his review and <br />approval. Landscaping shall be installed and maintained in accordance with the approved <br />plan. <br />3.Adequate refuse disposal shall be provided by and for the business. Outdoor storage of refuse <br />containers shall be as approved by the Director of Planning. <br />4.An exhaust system shall be installed and maintained or other means shall be taken to prevent <br />food preparation odors or cooking odors from being readily perceptible beyond the lot lines <br />of the property on which the restaurant is located. <br />5.Hours of operation shall be limited to the hours between 9:00 a.m. and 11:30 p.m., except on <br />Fridays and Saturdays the hours of operation shall be limited to the hours between 9:00 a.m. <br />and 1:30 a.m. the next morning. <br />6.The operator of the restaurant shall regularly police the site and the area adjacent to the <br />restaurant to remove litter and debris. <br />The motion was seconded by Ms. Peniston and passed by a vote of 5 to 0, with all members voting <br />"aye." <br />Public Hearing: Conditional Use Permit #330, parking structure, 6319 Delmar <br />Chairperson Solodar announced that a public hearing was scheduled to hear an application from the <br />University City for a conditional use permit to construct a parking structure at 6319 Delmar. <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use <br />permits and amendments to them. He specifically stated that the Plan Commission must consider <br />whether the use: a) complies with all applicable provisions of the Zoning Code; b) at the specific <br />location will contribute to and promote the community welfare or convenience; c) will not cause <br />substantial injury to the value of neighboring property; d) complies with the overall neighborhood <br />development plan and existing zoning district provisions; and e) will provide, if applicable, off-street <br />parking and loading areas in accordance with the standards contained in the Zoning Code. The <br />Chairperson called upon the applicant. <br />Frank Ollendorff, City Manager of University City, 6801 Delmar, University City, Missouri 63130, <br />gave an overview of the proposal to construct a parking structure at 6319 Delmar. He stated that <br />the structure will have 3 parking levels. The first floor will also have retail stores facing Delmar, <br />contain private parking for the retail uses and leased parking. The second and third levels will be <br />public parking. He mentioned that the side yard setbacks will be 2.5 feet which will require a variance <br />from the Board of Adjustment. <br />m-3-27.plc <br /> <br />
