<br />PLAN COMMISSION <br />Minutes <br />June 26, 1996 <br />The Plan Commission held its regular meeting in the E.O.C. room located in the basement at City <br />Hall, 6801 Delmar Boulevard, University City, Missouri on June 26, 1996. The meeting commenced <br />at 7:30 p.m. with Vice Chairperson Kahn presiding. <br />Voting Members PresentVoting Members Absent <br />Thomas Kahn, Vice ChairpersonA. Smith <br />Byron Price <br />Staff Present <br />: Al Goldman, Director of Planning; Frank Hill, Zoning Administrator <br />Approval of Minutes <br />Vice Chairperson Kahn stated that the Commission would now consider approval of the minutes from <br />the May 22, 1996 meeting. Ms. Peniston moved for approval of the May 22, 1996 minutes. The <br />motion was seconded by Mr. Foxworth and passed by a vote of 4 to 0. <br />Public Hearing: Conditional Use Permit #332, carry-out food sales, 7733 Olive (applied as <br />7725 Olive) <br />Vice Chairperson Kahn announced that a public hearing was scheduled to hear an application from <br />Seafood City Co. c/o Alex Fung, President for a conditional use permit to have carry-out food sales <br />at a retail/wholesale seafood operation at 7733 Olive (applied as 7725 Olive). <br />The Vice Chairperson noted the Commission's procedures and criteria for reviewing conditional use <br />permits and amendments to them. He specifically stated that the Plan Commission must consider <br />whether the use: a) complies with all applicable provisions of the Zoning Code; b) at the specific <br />location will contribute to and promote the community welfare or convenience; c) will not cause <br />substantial injury to the value of neighboring property; d) complies with the overall neighborhood <br />development plan and existing zoning district provisions; and e) will provide, if applicable, off-street <br />parking and loading areas in accordance with the standards contained in the Zoning Code. The Vice <br />Chairperson called upon the applicant. <br />Alex Fung, President of Seafood City Co., 8412 Olive, University City, MO 63132 appeared. Lee <br />Mak, architect, of L.H. Mak & Associates, 8328-R Olive, University City, MO 63132, appeared and <br />stated that he represents Mr. Fung in the matter. Mr. Mak gave an overview of the proposal to have <br />carry-out food sales incidental to the retail/wholesale seafood sales. He stated that he has reviewed <br />Mr. Goldman's recommendation with Mr. Fung who has agreed to the changes to the site plan. Mr. <br />Mak displayed a revised site plan modified to satisfy Mr. Goldman's recommendation. <br /> <br />
