June 26, 1996 Plan Commission Meeting Minutes Page 2 <br />Vice Chairperson Kahn called on Planning Director Al Goldman to provide the staff report. Mr. <br />Goldman stated that the Seafood City Co. has successfully operated a retail/wholesale seafood <br />operation at 8412 Olive for three years and now wishes to move their operation to 7733 Olive in <br />order to expand. The application shows 7725 as the address which does not agree with City records. <br />They wish to include the sales of carry-out foods prepared on premises. Under the current proposal, <br />the carry-out sales will be incidental to the whole operation and should not cause parking or traffic <br />problems as long as the sale of prepared food is limited to carry-out only. Under the proposed uses <br />of the facility, parking requirements are met with 29 spaces. However on the submitted site plan, <br />parking Stall No. 16 is too tight. The parking area should be repaved and parking stalls marked. The <br />Olive frontage contains no space for tree planting. He thinks the parking needs can be satisfied with <br />3 fewer parking stalls, which will allow for space for 2 trees and will provide more space for Stalls <br />No. 16. His suggestion is to replace Stall No. 1, 28 and 29 with landscaped areas containing trees <br />and widen Stall No. 16 to at least 10 feet. The landscaped areas shall be provided with 6 inch <br />Portland cement curbing on all sides that abut parking or driveway surfaces. A freestanding sign was <br />located on the west side of the lot by a previous occupant. It is not visible from the west because of <br />the retaining wall and it will be obscured by the recommended tree planting. The sign post should <br />be removed. He recommends that the conditional use permit be approved subject to the following <br />conditions: 1) No freestanding signs shall be permitted. In all other respects signage shall strictly <br />comply with the provisions of the University City Sign Code. 2) A detailed landscaping plan shall <br />be submitted to the Director of Planning for his review and approval. The plan shall include two large <br />planting areas with a tree in each. Landscaping shall be installed and maintained in accordance with <br />the approved plan. 3) An exhaust system shall be installed and maintained or other means shall be <br />taken to prevent food preparation odors or cooking odors from being readily perceptible beyond the <br />lot lines of the property on which the restaurant is located. 4) The operator of the restaurant shall <br />regularly police the site and the area adjacent to the restaurant to remove litter and debris. 5) The <br />parking area shall be repaved and parking stalls marked per a revised site plan that provides two <br />planting areas with portland cement curbs. The revised site plan shall be submitted to the Director <br />of Planning for review and approval. 6) Dine-in facilities shall not be provided and the carry-out <br />portion of the business shall not be expanded without prior approval under an amendment to this <br />permit. <br />Vice Chairperson Kahn opened the public hearing and asked for testimony from the public. Ken <br />Yeung, Real Estate Agent for the project, 16621 Chesterfield Manor, Chesterfield, MO 63005 stated <br />that Mr. Fung wishes to have a monument-type freestanding sign. He asked that proposed condition <br />#1 be modified to permit that. No other members of the public indicated a desire to speak, so the <br />public hearing portion of the meeting was closed. <br />Mr. Mak stated that the store is very successful and will revitalize the area. <br />Ms. Peniston asked whether the stairwell between this property and the University City Children's <br />Center would be open.
