<br />PLAN COMMISSION <br />Minutes <br />July 24, 1996 <br />The Plan Commission convened for its regular meeting in the E.O.C. Room located in the basement <br />at 6801 Delmar Boulevard, University City, Missouri on July 24, 1996. The meeting was scheduled <br />for 7:30 p.m. At 7:40 p.m. Chairperson Solodar announced that a quorum was not present. <br />Voting Members PresentVoting Members Absent <br />A. Smith <br />Council Liaison Present: <br /> Lawrence Lieberman, Councilmember <br />Staff Present: <br /> Al Goldman, Director of Planning <br />A brief discussion was held and it was decided that those present would constitute to hear the <br />testimony from those who were present for the scheduled public hearings and to continue the public <br />hearings to a special meeting of the plan commission on Thursday July 25, 1996 at 4:45 p.m. Mr. <br />Solodar announced that the plan commission members who are present will act as a committee to <br />hear the comments from the applicants and any other persons who wished to speak. <br />Public Hearing: Conditional Use Permit #333 to allow carry-out food sales with outdoor <br />dining at Saleem's Market at 602 Westgate. <br />Chairperson Solodar announced that a public hearing was scheduled to hear an application from Mr. <br />Salim Hanna of Saleem's Market for a conditional use permit to allow carry-out food sales with <br />outdoor dining at Saleem's Market at 602 Westgate. He stated unless there was an objection from <br />the applicant, the hearing would be opened to provide an opportunity for all persons in attendance <br />to be heard. <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use <br />permits and amendments to them. He specifically stated that the Plan Commission must consider <br />whether the use: a) complies with all applicable provisions of the Zoning Code; b) at the specific <br />location will contribute to and promote the community welfare or convenience; c) will not cause <br />substantial injury to the value of neighboring property; d) complies with the overall neighborhood <br />development plan and existing zoning district provisions; and e) will provide, if applicable, off-street <br />parking and loading areas in accordance with the standards contained in the Zoning Code. The <br />Chairperson called upon the applicant. <br />Mr. Salim Hanna described the operation and emphasized that the outdoor tables are needed for the <br />convenience of customers, will provide added visibility from Delmar, and will increase security for <br /> <br />
