the business. <br />Chairperson Solodar called on Planning Director Al Goldman to provide a staff report. Mr. Goldman <br />stated that the use of the premises for carry-out food sales requires a conditional use permit. He <br />explained that Saleem's Market, a retail food market specializing in middle eastern products, was <br />opened in April of this year at 602 Westgate. The market is owned by Salim Hanna who also <br />operates Saleem's restaurant at 6503 Delmar. Mr. Hanna proposes to add carry-out food sales and <br />outdoor dining to the market. The menu is to be limited to deli-style items including gyros, chicken <br />gyros, falafel and hommos. They will bake pita bread and make vegetable pies on premises. There <br />will be sufficient room for pedestrian traffic on the sidewalk if outdoor dining is limited to a single <br />row of tables next to the building. The market's frontage along Westgate is only 19 feet wide. The <br />site plan shows tables along a 26 foot wide area that extends 7 feet south of the market's location. <br />Service is to be limited to counter service and table service will not be provided. According to Mr. <br />Goldman if the proposed use is limited in scope for menu, seating and service, it should have minimal <br />impact on the parking problems in the eastern portion of the Loop. <br />Mr. Goldman stated that the staff recommends approval if the applicant agrees to comply with the <br />following conditions: <br />1.Menu offerings shall be limited to deli-type items prepared at the store. <br />2.Outdoor dining shall be limited to a single row of tables placed on the sidewalk only <br />along the 19 foot length of the storefront. No indoor dining shall be permitted. <br />3.Service shall be limited to counter service. <br />Mr. Hanna responded that the restriction on the table space was too limiting and that the adjoining <br />business did not use the portion of sidewalk in front of the brick wall. Chairperson Solodar stated <br />that he agreed with Mr. Hanna and added that the appearance would be improved by allowing tables <br />in front of the brick wall. Ms. Glassman and Mr. Walsh agreed, but felt that it would be appropriate <br />to require Mr. Hanna to obtain the permission of the operator of the adjacent business and of the <br />building owner. <br />Mr. Walsh asked if any conditions were needed to deal with specific problems of carry-out restaurants <br />and outdoor tables. After looking at the list of standard conditions suggested for carry-out facilities <br />it was decided that conditions should be included to require regular litter patrol of adjacent areas and <br />the provision of trash containers for patrons. <br />The members present indicated that they found the application meets the criteria for conditional use <br />approval provided the use complies with the following conditions: <br />1.Menu offerings shall be limited to deli-type items prepared at the store. <br />2.Outdoor dining shall be limited to a single row of tables placed on the sidewalk along <br />the building in an area approximately 26 feet in length, provided the permission is <br />obtained in writing from the owner of the building and the tenant in the adjacent <br />portion of the building. <br />3.Service shall be limited to counter service with no indoor dining permitted. <br /> <br />
