4.The operator of the restaurant shall regularly police the site and area adjacent to the <br />restaurant to remove litter and debris. <br />5.Trash containers for patron use shall be available on the premises at all times. <br />Chairperson Solodar asked Mr. Hanna if he found the conditions acceptable. He replied in the <br />affirmative. <br />Mr. Solodar asked if any one else wished to speak and then announced that the hearing will be <br />continued to the next meeting of the Plan Commission which is scheduled at 4:45 p.m. on Thursday <br />July 25th. <br />Public Hearing: Conditional Use Permit #276B to allow the expansion of the synagogue use <br />into 8206 Delmar. <br />Chairperson Solodar announced that a public hearing was scheduled to hear an application from <br />Agudas Israel of St. Louis for an amendment to Conditional Use 276 (as amended) to allow the <br />expansion of the synagogue use at 8202 Delmar into a vacant store space at 8206 Delmar. He stated <br />unless there was an objection from the applicant, the hearing would be opened to provide an <br />opportunity for all persons in attendance to be heard. <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use <br />permits and amendments to them. He specifically stated that the Plan Commission must consider <br />whether the use: a.) complies with all applicable provisions of the Zoning Code; b) at the specific <br />location will contribute to and promote the community welfare or convenience; c) will not cause <br />substantial injury to the value of neighboring property; d) complies with the overall neighborhood <br />development plan and existing zoning district provisions; and e) will provide, if applicable, off-street <br />parking and loading areas in accordance with the standards contained in the Zoning Code. The <br />Chairperson called upon the applicant. <br />Dr. Yitzchok Abramson, President of Agudas Israel of St. Louis explained that the participation of <br />women had increased significantly making the womens section of the synagogue inadequate in size. <br />The proposed expansion of the synagogue will provide significantly more space for the womens <br />section. Dr. Abramson pointed out that 100% of the synagogues' members live in University City and <br />90% live within 6 blocks of the synagogue. <br />Chairperson Solodar called on Planning Director Al Goldman to give the staff report. Mr. Goldman <br />explained that the application proposes to expand the existing synagogue use by approximately 900 <br />square feet. The proposed expansion was approved on September 12, 1994 under Conditional Use <br />Permit 276(A) but no building permits were obtained and the permit expired on May 27, 1995. The <br />synagogue now wishes to proceed with the expansion. Mr. Goldman went on to say the application <br />presents no major problems other than the lack of sufficient parking to meet zoning code <br />requirements but if the parking is currently satisfactory, it should remain satisfactory with the <br />expansion of the synagogue. <br />Mr. Goldman stated that while the parking for this existing structure can reasonably be expected to <br /> <br />
