serve an orthodox synagogue whose members do not drive on the Sabbath; it will not be adequate <br />for a church or a non-orthodox synagogue. The sign box and exterior lights from the previous tenant <br />have not been removed. The trash container location makes it difficult to use one of the parking <br />spaces. The parking stalls are not striped and the parking surface is in need of repair and seal coating. <br />It should be pointed out that the conditional use process deals with zoning code issues and the plans <br />have not been reviewed for building code compliance. <br />Mr. Goldman stated the proposed conditional use will meet the standards for approval as set out in <br />Zoning Code Section 34-65 and recommend approval of the application to amend Conditional Use <br />Permit No. 276 to authorize the expansion of the synagogue use into the first floor space at 8206 <br />Delmar, consisting of a floor area of approximately 900 square feet, subject to the following <br />conditions: <br />1.The use shall be limited to spaces authorized by Conditional Use Permit #276 as <br />amended. Any enlargement of the use or occupancy of additional spaces must first <br />be reviewed by the Plan Commission and approved by the City Council as a further <br />amendment to this conditional use permit. <br />2.The exterior work on the front of the new addition and any revisions to the front <br />entrance for the existing facility shall match the store front work on the existing <br />facility, including the use of the blinds or drapery on the windows. Remove existing <br />sign box and lights left by the former restaurant tenant and repaint area above <br />storefront to match the balance of the synagogue storefront. This work shall be <br />satisfactorily completed by September 3, 1996. <br />3.Repair blacktop surfaces, seal coat and stripe the parking stalls. This work shall be <br />satisfactorily completed by September 3, 1996. <br />4.Because of limited parking, the issuance of this permit is based on the use of the <br />premises as an Orthodox Jewish synagogue unless such use and the adequacy of the <br />available off-street parking is reviewed by the Plan Commission and approved by the <br />City Council as a further amendment of this Conditional Use Permit. <br />Mr. Walsh asked Mr. Goldman the extent of the blacktop work and parking lot striping in Condition <br />No. 3. Mr. Goldman replied that the property is owned by the synagogue and the entire lot is <br />available at times for use by the synagogue and that it was his intention that the scope of the work <br />include the parking lot areas on the entire site. <br />Chairperson Solodar asked Dr. Abramson if he found the conditions acceptable. He replied in the <br />affirmative. <br />Mr. Solodar asked if any one else wished to speak and then announced that the hearing will be <br />continued to the next meeting of the Plan Commission which is scheduled at 4:45 p.m. on Thursday <br />July 25th. <br /> <br />
