Other Business: <br />City Manager Frank Ollendorff was called on to report on updated plans for the Loop parking garage. <br />He reported that the project will be re-bid with several modifications. The top parking deck will be <br />eliminated, but since it occurs only at the rear portion of the structure its deletion will not change the <br />appearance from the street. The brickwork and decorative cast-stone will be eliminated. He <br />displayed a sketch of the exterior showing slightly larger glass areas at the stores and the use of <br />awnings along with a textured finish on the concrete columns and spandrels. Mr. Ollendorff stated <br />that he wanted to make sure that the changes were consistent with the approvals recommended by <br />the Plan Commission's earlier review of the project. Plan Commission members asked Mr. Ollendorff <br />several questions which he answered to their satisfaction. There were no objections to the changes <br />from those present and Mr. Ollendorff was thanked for bringing this update to the Plan Commission. <br />Review of Zoning Code: <br />Mr. Solodar asked for comments on the draft of article 7 which deals with off-street parking and <br />loading requirements. Mr. Walsh suggested that "includes" be changed to "consists of" in the last <br />sentence of Section 34-92.3,1,b. <br />Mr. Solodar and Ms. Glassman both raised questions about Section 34-92.4,1 and 34-92.5,1. It was <br />decided to reword the first sentence of 34-92.4,1 to read: <br />1.Except for off-street parking that is accessory to single family and two family <br />dwellings; parking areas, circulation aisles, and driveways may be located in a <br />required front yard, side yard, or rear yard; provided that a minimum five (5) foot set <br />back is maintained between the parking area and the property lines. <br />It was also decided to title the figure at the top of page 7-3 as "figure" 34-92.5 and to change Section <br />34-92.5,1 to read: <br />1.Except for off-street parking associated with single family and two family dwellings, <br />and as otherwise provided in this section, the minimum dimensional requirements <br />shown in Figure 34-92.5 shall apply to all off-street parking areas. <br />Mr. Goldman questioned Section 34-92.4,3,a; wondering why a driveway width of 36 feet was used. <br />He thought 24 or 25 feet would be better. <br />Mr. Goldman suggested that Section 34-92.6,3,c be amended by adding the following: <br />"The Zoning Administrator may authorize an increase in this percentage where overhead <br />wires will interfere with canopy trees." <br />Mr. Solodar suggested that the sentence at the top of the right hand column of page 7-4, Section 34- <br />92.5,3,e be changed by using "to the extent" instead of "in as much as". He also suggested that 34- <br />92.5,4,b on page 7-5 be changed by eliminating the requirement for canopy trees and allowing either <br /> <br />
