<br />PLAN COMMISSION <br />Minutes <br />July 25, 1996 <br />The Planning Commission held a special meeting in the 4th Floor Conference Room located in City <br />Hall, 6801 Delmar Boulevard, University City, MO. 63130. The meeting commenced at 4:50 p.m. <br />with Chairperson A. John Solodar presiding. <br />Voting Members Present: <br />A. John Solodar, Chairperson <br />Susan Glassman <br />Mickey Peniston <br />John Walsh <br />Byron Price (arrived at 5:05) <br />Staff Present: <br />Al Goldman, Director of Planning <br />Public Hearing:Conditional Use Permit #276B Expansion of synagogue into unit west of 8202 <br /> <br />Delmar. <br />Chairperson Solodar reconvened the public hearing, outlining the procedures, criteria for approval. <br />He explained the application that was before the commission and invited the representatives of <br />Agudas Israel, Dr. Yitzchok Abramson and Howard Neuman to address the commission. They spoke <br />briefly and answered questions from commission members. There being no other members of the <br />public present, Chairperson Solodar closed the hearing and asked for a motion. <br />Mr. Walsh moved that the Plan Commission finds that the evidence presented to the Plan Commission <br />supports the conclusion that the proposed conditional use: a) Complies with all applicable provisions <br />of the Zoning Code; b) At the specific location will contribute to and promote the community welfare <br />or convenience; c) Will not cause substantial injury to the value of neighboring property; d) Complies <br />with the overall neighborhood development plan and existing zoning district provisions; and e) Will <br />provide, if applicable, off-street parking and loading areas in accordance with the standards contained <br />in the Zoning Code; and that the Plan Commission recommends approval of the Conditional Use <br />Permit subject to the following conditions: <br />1.The use shall be limited to spaces authorized by Conditional Use Permit #276 as <br />amended. Any enlargement of the use or occupancy of additional spaces must first <br />be reviewed by the Plan Commission and approved by the City Council as a further <br />amendment to this conditional use permit. <br />2.The exterior work on the front of the new addition and any revisions to the front <br />entrance for the existing facility shall match the store front work on the existing <br />facility, including the use of blinds or drapery on the windows. Remove existing sign <br />box and lights left by the former restaurant tenant and repaint area above storefront <br /> <br />
