August 28, 1996 Plan Commission Meeting Minutes Page 4 <br />State of Missouri Department of Family Services. Occupancy shall be terminated by the City <br />if State approval or licensing is withdrawn for any reason. <br />2.Children shall be delivered into and picked up from inside the building by an adult parent or <br />guardian. <br />3.The number of staff members and teachers shall be specifically limited by the parking provided <br />as determined by the number of day care center staff members in accordance with Section 34- <br />50.4a of the Zoning Code. <br />The motion was seconded by Mr. Walsh and passed by a vote of 5 to 0, with all members voting <br />"aye." <br />Map Amendment, PR-O to GC, 1000 Pennsylvania <br />Chairperson Solodar announced that a hearing was scheduled to hear an application from Schnuck <br />Markets, Inc. c/o Dave Fontana, Director of Real Estate Development, P.O. Box 46928 <br />St. Louis, MO 63146 for a map amendment from "PR-O" - Planned Residential-Office District to <br />"GC" - General Commercial District at 1000 Pennsylvania. <br />The Chairperson noted the Commission's procedures and criteria for reviewing map amendments. <br />The Chairperson called upon the applicant. <br />S. Jerome Pratter of the Stolar Partnership, 911 Washington Ave., St. Louis, MO 63101, stated that <br />he is the attorney for Schnuck Markets, Inc. He gave an overview of the proposal stating that their <br />goal is to construct a Schnucks Supercenter on the property. The site plan for that development will <br />be considered by the city council under a separate application. They hope to have the store open a <br />year from December. <br />Chairperson Solodar called on Planning Director Al Goldman to provide the staff report. Mr. <br />Goldman stated an application for rezoning the former Mercy High School property has been filed <br />by Schnuck Markets, Inc., who are under contract to purchase the property. The current zoning is <br />"PR-O" Planned Residential-Office. The applicant requests that the zoning be changed to "GC" <br />General Commercial to allow the construction of retail stores. The tentative plan for the site also <br />includes several "out parcels". He recommends in favor of the proposed rezoning, but suggests that <br />the City Council delay the final enactment of the rezoning ordinance until the development plan is <br />completed, and is reviewed and approved under the Site Plan Review process. <br />Mr. Walsh moved that the Plan Commission recommend approval of the map amendment from "PR- <br />O" - Planned Residential-Office District to "GC" - General Commercial District at 1000 Pennsylvania. <br />The motion was seconded by Ms. Glassman and passed by a vote of 5 to 0, with all members voting <br />"aye." <br />m-8-28.plc <br /> <br />
