August 28, 1996 Plan Commission Meeting Minutes Page 5 <br />Map Amendment, SR to PD, 514 and 518 North and South <br />Chairperson Solodar announced that a hearing was scheduled to hear an application from Louis R. <br />Saur & Associates, Inc., 168 N. Meramec, St. Louis, MO 63105 and Londe Enterprises, P.O. Box <br />11272, Clayton, MO 63105, for a map amendment from "SR" - Single Family Residential District <br />to "PD" - Planned Development District at 514 and 518 North and South. <br />The Chairperson noted the Commission's procedures and criteria for reviewing map amendments. <br />The Chairperson called upon the applicant. <br />Louis Saur, architect gave an overview of the proposal stating that their goal is to construct an <br />apartment building on the property. The site plan for that development will be considered by the city <br />council under a separate application. <br />Chairperson Solodar called on Planning Director Al Goldman to provide the staff report. Mr. <br />Goldman stated that a request has been received from Mr. Paul Londe to rezone from "SR" - Single <br />Family Residential to "PD" - Planned Development, the two lots located north of the existing "PD" <br />district on North and South at the Clayton City Limit. Mr. Londe proposes to build a two building <br />apartment complex on the 250 foot by 150 foot site which includes land already zoned PD and the <br />additional land that is the subject of the rezoning request. The 1986 Comprehensive Plan states on <br />page 40, "The northern part of Clayton in the area generally between Hanley Road and Brentwood <br />Boulevard has been the site of a considerable amount of high-quality condominium multifamily <br />residential construction. The expansion of these development activities into University City should <br />be encouraged. This northward thrust from Clayton also has the potential for revitalizing the <br />commercial area in the vicinity of North and South and Delmar with new office building <br />development." The Zoning Code states that the intent of the "PD" - Planned Development District <br />is to encourage the reuse or redevelopment of land in areas suitable for the establishment of high- <br />quality multi-family and offices uses... The current PD zoning on North and South meets the goals <br />of the comprehensive plan and the intent of the PD zoning district. The proposed expansion of this <br />zoning district will create a 250 foot street frontage which makes the site easier to develop for a high <br />quality multi-family use and should be supported by the Plan Commission. He recommends approval <br />of the application, with final enactment by the city council based on their approval of a specific <br />development on the site. <br />Mr. Lieberman stated that he feels the height and density problems of the originally submitted plan <br />have been corrected. <br />Mr. Solodar stated that the rezoning ties in with the long-range goals of the comprehensive plan and <br />thinks that should be tied in with the Plan Commission's recommendation for approval. <br />Ms. Peniston stated that she would vote aye provided assurance was given that the surrounding <br />m-8-28.plc <br /> <br />
