<br />PLAN COMMISSION <br /> <br />Minutes <br />September 25, 1996 <br />The Plan Commission held its regular meeting in the E.O.C. room located in the basement at City <br />Hall, 6801 Delmar Boulevard, University City, Missouri on September 25, 1996. The meeting <br />commenced at 7:30 p.m. with Chairperson Solodar presiding. <br />Voting Members PresentVoting Members Absent <br />A. Walsh <br />Staff Present <br />: Al Goldman, Director of Planning; Frank Hill, Zoning Administrator <br />Approval of Minutes <br />Chairperson Solodar stated that the Commission would now consider approval of the minutes from <br />the August 28, 1996 meeting. Ms. Peniston stated that the following items should be changed: the <br />name "Ms. Glassman" should be changed to "Ms. Peniston" in the first full paragraph of page 2; the <br />following sentence should be added to page 6 as the second full paragraph, "Ms. Peniston stated that <br />she would vote aye provided assurance was given that the surrounding homeowners are heard." Mr. <br />Hill stated the following sentence should be added to the same paragraph, "Mr. Hill replied that, prior <br />to voting on the matter, the city council is required to hold a public hearing with notification going <br />out to the surrounding property owners." Ms. Peniston moved for approval of the August 28, 1996 <br />minutes as amended. The motion was seconded by Mr. Smith and passed by a vote of 7 to 0 with <br />all members voting "aye." <br />Public Hearing: Conditional Use Permit #335, synagogue, 8124 Delmar <br />Chairperson Solodar announced that a public hearing was scheduled to hear an application from <br />Chabad-Lubavitch of Greater St. Louis, Inc. represented by Rabbi Yosef Landa, 921 Gay, University <br />City, MO 63130 for a conditional use permit to have a synagogue at 8124 Delmar. <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use <br />permits and amendments to them. He specifically stated that the Plan Commission must consider <br />whether the use: a) complies with all applicable provisions of the Zoning Code; b) at the specific <br />location will contribute to and promote the community welfare or convenience; c) will not cause <br />substantial injury to the value of neighboring property; d) complies with the overall neighborhood <br />development plan and existing zoning district provisions; and e) will provide, if applicable, off-street <br /> <br />
