<br />PLAN COMMISSION <br /> <br />Minutes <br />December 11, 1996 <br />The Plan Commission held its regular meeting in the Fourth Floor Meeting Room located in City Hall, <br />6801 Delmar Boulevard, University City, Missouri on December 11, 1996. The meeting commenced <br />at 7:40 p.m. with Chairperson Solodar presiding. <br />Voting Members PresentVoting Members Absent <br />A. John Solodar, ChairpersonErickson T. Walsh <br />Mickey Peniston <br />Council Liaison Present <br />: Larry Lieberman, Council Member <br />Staff Present <br />: Frank Hill, Zoning Administrator <br />Approval of Minutes <br />Chairperson Solodar stated that the Commission would now consider approval of the minutes from <br />the November 13, 1996 meeting. Mr. Solodar stated that the word "from" should be removed from <br />the last sentence of the second to the last paragraph on page 1. Ms. Peniston moved for approval of <br />the November 13, 1996 minutes as amended. The motion was seconded by Ms. Glassman and passed <br />by a vote of 4 to 0 with all members voting "aye." <br />Public Hearing: Conditional Use Permit #336, school, 7400 Delmar <br />Chairperson Solodar announced that a public hearing was scheduled to hear an application from <br />Metropolitan School for Individualized Instruction, Inc. represented by Rita Buckley, 7281 Sarah, <br />St. Louis, MO 63143 for a conditional use permit to have a school at 7400 Olive. <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use <br />permits and amendments to them. He specifically stated that the Plan Commission must consider <br />whether the use: a) complies with all applicable provisions of the Zoning Code; b) at the specific <br />location will contribute to and promote the community welfare or convenience; c) will not cause <br />substantial injury to the value of neighboring property; d) complies with the overall neighborhood <br />development plan and existing zoning district provisions; and e) will provide, if applicable, off-street <br />parking and loading areas in accordance with the standards contained in the Zoning Code. The <br />Chairperson called upon the applicant. <br />Rita Buckley gave an overview of the proposed school use, most of which was contained in the <br />memorandum submitted with the application. She stated that the current proposal is for a 120 child <br />facility for middle and upper school aged special needs children. She stated that although it is not part <br />of this proposal, they would hope to add two more classrooms to expand to 132 students in the <br />future. <br /> <br />
