December 11, 1996 Plan Commission Minutes Page 2 <br />Ms. Glassman asked how the children are transported to and from the school. Ms. Buckley replied <br />that most are transported by their parents, take the bus and a few drive themselves. Ms. Glassman <br />asked what sort of schedule the school follows. Ms. Buckley replied that they mirror a typical public <br />school schedule and currently have a summer school schedule for about 60 children. <br />Chairperson Solodar called on Zoning Administrator Frank Hill to provide the staff report. Mr. Hill <br />stated that the application for a school requires a conditional use permit because the site is located <br />within a "MR" - Medium Density Residential District. The parking along the north side of the <br />cemetery is correctly drawn, but the balance of the parking stalls are drawn 8 feet wide instead of 9 <br />feet. When correctly drawn the parking lot will hold between 40 and 50 cars, which will more than <br />meet the number of parking stalls required by the Zoning Code. The service drive is adequate to meet <br />the code requirements for an off-street loading space. Refuse storage is not shown on the plan. The <br />paved area south of the building, next to the service drive, should be configured to provide sufficient <br />space for the storage of refuse boxes and the maneuvering of service vehicles. The rear half of the <br />site is surrounded by existing single-family houses. To the greatest extent feasible, they should be <br />separated and buffered from the school uses by a densely planted transitional yard at least 30 feet <br />wide with a 6 foot high fence along the entire perimeter. No signs are shown in the application. All <br />signage shall comply with the requirements of the Zoning Code. One or two trees should be added <br />to the parking lot and a planting area with 3 trees should be provided along the north edge of the <br />parking lot. Information is needed for the outdoor play area, including type of paving, equipment, <br />fencing and landscaping. Volunteer plant growth should be removed from fences and from the west <br />side of the building and the east side of the service drive. Shrubs at the front of the building and <br />around the building entrance need some replacement and supplemental plantings. Removing this <br />property from the tax rolls is a net loss to the City and the School District. However, it is anticipated <br />that the use will generate little demand for city or school services. The need for cemetery access and <br />availability of water to the cemetery continues to be a problem and should be addressed. There is <br />evidence of deferred maintenance on the building and grounds including such things as deteriorated <br />blacktop paving, broken curbs, bent railings, and leaning foundations for parking lot lights. The <br />conditional use permit review is limited to zoning issues, but the applicant should be aware that <br />considerable work will be required in order to meet building code and property maintenance code <br />standards. The staff finds that the proposed conditional use will meet the standards for approval as <br />set out in the Zoning Code, Section 34-65 if the conditional use is limited by the conditions listed <br />below. Accordingly, the staff recommends approval subject to the following conditions: 1) A revised <br />site plan showing the off-street parking, service area pavement and curbs, refuse storage boxes, <br />outdoor play area paving and equipment, and fencing shall be submitted to the Director of Planning <br />for review and approval. All improvements shall be installed prior to the issuance of an occupancy <br />permit. 2) A 30 foot wide transitional yard shall be provided along all portions of the site abutting <br />residential lots. Where the location of the existing building prevents creating a 30 foot wide <br />transitional yard, the yard width shall be equal to the space between the building and the property line, <br />and between the service drive and the property line. All parts of the transitional yard shall be densely <br />planted with a combination of evergreen and deciduous trees, and the entire perimeter of the <br />transitional yard shall be fenced with a privacy fence, all as approved by the Director of Planning. <br />m-12-11.plc <br /> <br />
