December 11, 1996 Plan Commission Minutes Page 5 <br />height, all as approved by the Director of Planning. <br />3.The parking lot layout shall be revised to provide not less than two large trees in the center <br />portion of the lot and planted areas containing 3 trees along the north side of the parking area. <br />4.A detailed landscaping plan shall be submitted to the Director of Planning for review by April <br />30, 1997. The landscape material shall be installed by November 15, 1997 and shall be <br />maintained in accordance with the plan. <br />5.An easement or written agreement acceptable to both the school property owner and the <br />cemetery owner shall be recorded with the Recorder of Deeds that provides access to the <br />cemetery for funerals and for cemetery visitors and provides water for use in maintaining <br />cemetery plantings. <br />6.External security lighting that abuts residential uses shall be located be along the perimeter <br />of the property facing inward and shall be shielded from casting light upon abutting residential <br />property. <br />The motion was seconded by Ms. Peniston and passed by a vote of 4 to 0, with all members voting <br />"aye." <br />Discussion of Bed and Breakfast Regulations <br />The Plan Commission members discussed the possibility of proposing regulations regarding Bed and <br />Breakfast operations in residential homes. It was decided that the Plan Commission members would <br />speak with citizens about their feelings on the matter. The staff was asked to draft a proposal that <br />would take into account time limits, parking issues and other pertinent matters. The commission will <br />discuss the proposed regulations at the next meeting. <br />Other Business <br />Mr. Lieberman gave an update of recent City Council activity. <br />Adjournment <br />Ms. Glassman moved for adjournment. The motion was seconded by Ms. Peniston and passed <br />unanimously. The meeting adjourned at 9:10 p.m. <br />m-12-11.plc <br />
