February 26, 1997 Plan Commission Minutes Page 2 <br />Mr. Goldman asked Mr. Jones if the property will be on the tax rolls. Mr. Jones replied that it would. <br />Mr. Goldman stated that they will have to deal with the drainage problem on the property when it <br />comes time to build. <br />Chairperson Solodar called on Zoning Administrator, Frank Hill to provide the staff report. Mr. Hill <br />stated that Chris Krehmeyer representing the Ecumenical Housing Production Corporation (EHPC) <br />has filed this application on behalf of the property owners, St. Louis University. The addition of these <br />lots to the adjacent "SR" - Single Family Residential District is proper. Almost all of the surrounding <br />area is developed with single family homes with the exception of the lot to the south across Milan <br />which has a commercial building on it. The lots proposed for rezoning have been undeveloped for <br />years. Residential usage of the lots is proper and will add to the city's housing stock. Mr. Hill <br />recommends approval. <br />Mr. Price asked whether the home will be of frame or brick construction. Mr. Meyer replied that it <br />will be a frame ranch with a half brick front. Mr. Price replied that it will be the only frame house in <br />the area. <br />Ms. Glassman asked if the size of the home fits with the prevailing pattern of the neighborhood. Mr. <br />Meyer replied that it did. <br />Mr. Solodar reminded the commission that they were not voting on the site plan, or type of home but <br />only whether the property is to be rezoned to residential. <br />Mr. Price stated he would vote against the proposal because he felt the type of construction did not <br />add to the housing stock. <br />Mr. Walsh stated that he felt the rezoning was proper because the surrounding area, except one lot, <br />was zoned residential. <br />Mr. Walsh moved that the Plan Commission recommend approval of the map amendment (rezoning) <br />at 1525 North & South from "LC" - Limited Commercial District to "SR" - Single Family Residential <br />District. <br />The motion was seconded by Ms. Peniston and passed by a vote of 5 to 1, with Mr. Price voting <br />"nay." <br />Discussion of Zoning Code Revision <br />The Plan Commission members discussed with the Zoning Code revision consultant, Mike Weber <br />several issues concerning the Pre-Final Draft. Mr. Weber discussed a memo he drafted for the <br />meeting. Mr. Goldman began to discuss a memo he drafted for the meeting. It was decided that <br />m-2-26.plc <br /> <br />
