Although approval for the construction of the condominiums is not under <br />review by the Plan Commission (it will be decided separately under Site Plan Review by City Council), it <br />should be noted that the proposal appears to meet the minimum zoning requirements of §34-39 of the <br />Zoning Code. The Plan Commission must make a recommendation to the City Council about whether the <br />properties should be rezoned from “SR” - Single Family Residential District to “PD” - Planned <br />Development District. The 1986 Comprehensive Plan states on page 40, “The northern part of Clayton <br />in the area generally between Hanley Road and Brentwood Blvd. has been the site of a considerable amount <br />of high-quality condominium multifamily residential construction. The expansion of these development <br />activities into University City should be encouraged. This northward thrust from Clayton also has the <br />potential for revitalizing the commercial area in the vicinity of North and South and Delmar with new office <br />building development.” The Zoning Code states that the intent of the "PD" - Planned Development District <br />is to encourage the reuse or redevelopment of land in areas suitable for the establishment of high-quality <br />multi-family and offices uses..." The Plan Commission and City Council recently approved a rezoning <br />expansion to the “PD” District across the street from this site. A three-story apartment complex proposal <br />there was approved by City Council under a site plan review. The Planning Department is awaiting plans <br />for construction. The “PD” zoning on the west side of North and South meets the goals of the <br />comprehensive plan and the intent of the PD zoning district. This proposed expansion of the “PD” zoning <br />district will create an additional 195 foot street frontage which will promote development for high quality <br />multi-family uses in the area and should be supported by the Plan Commission. He recommends approval <br />of the application, with final enactment by the city council based on their approval of a specific <br />development on the site. <br />Mr. Price moved that the Plan Commission recommend approval of the map amendment (rezoning) <br />at 501, 509 and 515 North & South from "SR" - Single Family Residential to "PD" - Planned <br />Development District. <br />The motion was seconded by Ms. Glassman and passed by a vote of 5 to 0 with members voting <br />“aye.” <br />Public Hearing: Conditional Use Permit Amendment #266(D), addition of rear porches to <br />single family detached homes in the University Place Subdivision (in particularly at 929 <br />Barnard College) <br />Chairperson Solodar announced that a public hearing was scheduled to hear an application from the <br />Trustees of University Place Subdivision represented by Carol and Kenneth Kirk for an amendment <br />to the conditional use to allow the addition of rear porches to the single family detached homes in the <br />University Place subdivision (and in particular at the Kirk’s home at 929 Barnard College). <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use <br />permits and amendments to them. He specifically stated that the Plan Commission must consider <br />whether the use: a) complies with all applicable provisions of the Zoning Code; b) at the specific <br />location will contribute to and promote the community welfare or convenience; c) will not cause <br />substantial injury to the value of neighboring property; d) complies with the overall neighborhood <br />development plan and existing zoning district provisions; and e) will provide, if applicable, off-street <br />m-6-25.plc <br /> <br />
