June 25, 1997 Plan Commission Minutes Page 5 <br />Mr. Kirk replied that an enclosed porch is a safer area for kids. <br />Mr. Price stated that the “kids” issue is a market forced issue. Whether the porch is enclosed or not <br />children will still play there. <br />The Plan Commission determined that the evidence presented to the Plan Commission supports the <br />conclusion that the proposed conditional use: a) Complies with all applicable provisions of the <br />Zoning Code; b) At the specific location will contribute to and promote the community welfare or <br />convenience; c) Will not cause substantial injury to the value of neighboring property; d) Complies <br />with the overall neighborhood development plan and existing zoning district provisions; and e) Will <br />provide, if applicable, off-street parking and loading areas in accordance with the standards contained <br />in the Zoning Code. Mr. Price moved that the Plan Commission recommend approval of the <br />Conditional Use Permit Amendment to allow the construction of rear porches at the single family <br />detached homes located int eh University Place Subdivision. The motion was seconded by Ms. <br />Glassman and passed by a vote of 3 to 2, with Mr. Price, Ms. Glassman and Ms. Jackson voting "aye" <br />and Mr. Solodar and Ms. Peniston voting “nay.” <br />Discussion of Subdivision Regulations Revision <br />The Plan Commission discussed remaining portions of the proposed Subdivision Regulations. <br />Adjournment <br />Ms. Peniston moved for adjournment. The motion was seconded by Mr. Price and passed <br />unanimously. The meeting adjourned at 9:30 p.m. <br />m-6-25.plc <br />
