<br />PLAN COMMISSION <br />Minutes <br />July 23, 1997 <br />The Plan Commission held its regular meeting in the E.O.C. Room located in the basement of City <br />Hall, 6801 Delmar Boulevard, University City, Missouri on July 23, 1997. The meeting commenced <br />at 7:30 p.m. with Chairperson Solodar presiding. <br />Voting Members PresentVoting Members Absent <br />A. Walsh <br />Etta Jackson <br />Council Liaison Present <br />: Larry Lieberman, City Council Member <br />Staff Present <br />: Frank Hill, Zoning Administrator <br />Approval of Minutes <br />Chairperson Solodar stated that the Commission would consider approval of the minutes from the <br />June 25, 1997 meeting. Mr. Solodar stated that the word “if” should be added to page 4, delete that <br />Mr. Lieberman gave the council update, the number 500 should be changed to 509 twice on page 1, <br />the number 023 should be changed to 923 on page 4. Mr. Walsh moved for approval of the June 25, <br />1997 minutes as amended. The motion was seconded by Ms. Peniston and passed by a vote of 4 to <br />0 with all members voting "aye" (Ms. Jackson arrived after this agenda item). <br />Public Hearing: Conditional Use Permit #337, Daycare and school, 7400 Olive <br />Chairperson Solodar announced that a public hearing was scheduled to hear an application from <br />Kenneth and Yvonne Griffin for a conditional use to allow the premises at 7400 Olive to be used as <br />daycare center and school. <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use <br />permits and amendments to them. He specifically stated that the Plan Commission must consider <br />whether the use: a) complies with all applicable provisions of the Zoning Code; b) at the specific <br />location will contribute to and promote the community welfare or convenience; c) will not cause <br />substantial injury to the value of neighboring property; d) complies with the overall neighborhood <br />development plan and existing zoning district provisions; and e) will provide, if applicable, off-street <br />parking and loading areas in accordance with the standards contained in the Zoning Code. The <br />Chairperson called upon the applicant. <br />Yvonne Griffin gave a history of the Agape Child Development Center and an overview of her <br />proposal and asked that it be approved. <br /> <br />
