<br />PLAN COMMISSION <br />Minutes <br />September 24, 1997 <br />The Plan Commission held its regular meeting in the E.O.C. Room located in the basement of City <br />Hall, 6801 Delmar Boulevard, University City, Missouri on August 27, 1997. The meeting <br />commenced at 7:30 p.m. with Chairperson Solodar presiding. <br />Voting Members PresentVoting Members Absent <br />A. Walsh <br />Byron Price <br />Larry Self <br />Council Liaison Present <br />: Larry Lieberman, City Council Member <br />Staff Present <br />: Al Goldman, Director of Planning; Frank Hill, Zoning Administrator <br />Approval of Minutes <br />Chairperson Solodar stated that the Commission would consider approval of the minutes from the <br />July 23, 1997 meeting. Mr. Solodar stated that the words “I find” should be changed to “he finds” <br />on page 2; the word “no” should be changed to “to know” on page 3, line 4; change the word <br />“meeting” to “hearing,” change the word “define” to “defines,” change the word “whose” to “who <br />is” and delete the word “Mr.” preceding the word “Ms.” on page 4; capitalize the “l” in the word <br />Lube and make condition 3 on page 5 consistent with condition 3 on page 6; and change the word <br />“this” to “the” and insert the word “many” between “how” and “cars” on page 6. Mr. Walsh moved <br />for approval of the July 23, 1997 minutes as amended. The motion was seconded by Ms. Peniston <br />and passed by a vote of 6 to 0 with all members voting "aye." <br />Public Hearing: Conditional Use Permit Amendment #257(C), Add conditions for use of <br />public plaza, 6655 Delmar <br />Chairperson Solodar announced that a public hearing was scheduled to hear an application from the <br />City of University City and Dan and Robin Wald for an amendment to the existing conditional use <br />permit to allow the premises at 6655 Delmar to be used for carry-out restaurant businesses and to set <br />conditions for use of the public plaza adjacent to the building. <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use <br />permits and amendments to them. He specifically stated that the Plan Commission must consider <br />whether the use: a) complies with all applicable provisions of the Zoning Code; b) at the specific <br />location will contribute to and promote the community welfare or convenience; c) will not cause <br />substantial injury to the value of neighboring property; d) complies with the overall neighborhood <br />development plan and existing zoning district provisions; and e) will provide, if applicable, off-street <br /> <br />
