August 27, 1997 Plan Commission Minutes Page 5 <br />1.Whether or not existing towers are located within the <br />geographic area necessary to meet the applicant’s engineering <br />requirements. <br />2.Whether or not existing towers, structures or buildings within <br />the applicant’s required geographic area are of sufficient height <br />to meet system engineering requirements. <br />3.Whether or not existing towers or structures have sufficient <br />structural strength to support the applicant’s proposed antennas. <br />4.Whether or not the proposed antennas would experience or <br />cause signal interference with antennas on existing towers or <br />structures. <br />5.Whether or not the fees, costs, or other contractual terms <br />required by the owner(s) of existing tower(s), structure(s), or <br />building(s) within the required geographic area of the applicant <br />or to retrofit the existing tower(s) or structure(s) are reasonable. <br />Costs exceeding that of a new tower are presumed to be <br />unreasonable. <br />6.Whether or not there are other limiting conditions that render <br />existing towers, structures or buildings within the applicant’s <br />required geographic area unsuitable. <br />7.Whether the design of the tower or structure, including the <br />antennas, shelter, and ground layout maximally reduces visual <br />degradation and otherwise complies with the provisions and <br />intent of this ordinance. <br />8.Whether the proposal minimizes the number and size of the <br />towers or structures that will be required in the geographic area <br />surrounding the proposed site. <br />9.Whether the applicant failed to take advantage of available <br />shared use options provided by this ordinance or otherwise. <br />c.If the City has agreed to participate in a multi-municipality-commission to <br />coordinate new tower or structure applications, an application herein for a <br />conditional use permit shall be submitted to such Commission simultaneous with <br />the filing of the request with the City. The Plan Commission may consider any <br />comments from such multi-city Commission, but shall not allow delay in receiving <br />such comments to significantly delay any decision on the application. <br />d.Network compatibility - at the time of site selection, the applicant should <br />demonstrate how the proposed site fits into the overall network of the low power <br />mobile radio service system within the City and adjacent cities. <br />m-8-27.plc <br /> <br />
