<br />PLAN COMMISSION <br />Minutes <br />September 24, 1997 <br />The Plan Commission held its regular meeting in the E.O.C. Room located in the basement of City <br />Hall, 6801 Delmar Boulevard, University City, Missouri on September 24, 1997. The meeting <br />commenced at 7:30 p.m. with Chairperson Solodar presiding. <br />Voting Members PresentVoting Members Absent <br />A. WalshLarry Self <br />Byron Price <br />Council Liaison Present <br />: Larry Lieberman, City Council Member <br />Staff Present <br />: Al Goldman, Director of Planning; Frank Hill, Zoning Administrator <br />Approval of Minutes <br />Chairperson Solodar stated that the Commission would consider approval of the minutes from the <br />August 27, 1997 meeting. Mr. Solodar stated that the words “define” should be changed to <br />“defines.” Mr. Price moved for approval of the August 27, 1997 minutes as amended. The motion <br />was seconded by Mr. Walsh and passed by a vote of 4 to 0 with all members voting "aye." <br />Public Hearing: Conditional Use Permit Amendment #265(C), Addition to Nursing Care <br />Facility, 1301 Partridge <br />Chairperson Solodar announced that a public hearing was scheduled to hear an application from <br />University Forest Nursing Care, represented by Robert Salter to allow the premises at 1301 Partridge <br />to be used for a nursing care facility with an 18,800 square foot addition. <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use <br />permits and amendments to them. He specifically stated that the Plan Commission must consider <br />whether the use: a) complies with all applicable provisions of the Zoning Code; b) at the specific <br />location will contribute to and promote the community welfare or convenience; c) will not cause <br />substantial injury to the value of neighboring property; d) complies with the overall neighborhood <br />development plan and existing zoning district provisions; and e) will provide, if applicable, off-street <br />parking and loading areas in accordance with the standards contained in the Zoning Code. The <br />Chairperson called upon the applicant. <br />Robert Salter, Manager of University Forest Nursing Care gave an overview of the proposal. <br />Chairperson Solodar called on Planning Director, Al Goldman to provide the staff report.
