<br />PLAN COMMISSION <br />Minutes <br />October 22, 1997 <br />The Plan Commission held its regular meeting in the E.O.C. Room located in the basement of City <br />Hall, 6801 Delmar Boulevard, University City, Missouri on October 22, 1997. The meeting <br />commenced at 7:30 p.m. with Chairperson Solodar presiding. <br />Voting Members PresentVoting Members Absent <br />A. Walsh <br />Byron Price <br />Larry Self <br />Council Liaison Present <br />: Larry Lieberman, City Council Member <br />Staff Present <br />: Al Goldman, Director of Planning; Frank Hill, Zoning Administrator <br />Approval of Minutes <br />Chairperson Solodar stated that the Commission would consider approval of the minutes from the <br />September 24, 1997 meeting. Mr. Solodar stated that on page 2, change the words “I believe” to “he <br />believes.” On page 3, capitalize the words ‘heights” and “partridge” and “green.” On page 5, change <br />the word “my” to “his,” add an “s” to the word “automobile,” change the word “my” to “his,” add <br />the address “7720 Delmar” after the name “Eva Holley” and add a comma after the word “trash.” <br />On page 6, add the words “proposed new” before the words “Zoning Code” in two places and add <br />the words “for Walgreens” after the word “Properties.” On page 9, delete the word “and” in the third <br />line. Mr. Walsh moved for approval of the September 24, 1997 minutes as amended. The motion <br />was seconded by Mr. Self and passed by a vote of 4 to 0 with all members voting “aye” (Mr. Price <br />was not present during this agenda item). <br />Public Hearing: Conditional Use Permit Amendment #340, Carry out restaurant, 6900 Olive <br />Chairperson Solodar announced that a public hearing was scheduled to hear an application from <br />Kevin Luu of Hon’s Wok, represented Ken Yeung, Broker Associate of Re/max to allow the <br />premises at 6900 Olive to be used as a carry out restaurant. <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use <br />permits and amendments to them. He specifically stated that the Plan Commission must consider <br />whether the use: a) complies with all applicable provisions of the Zoning Code; b) at the specific <br />location will contribute to and promote the community welfare or convenience; c) will not cause <br />substantial injury to the value of neighboring property; d) complies with the overall neighborhood <br />development plan and existing zoning district provisions; and e) will provide, if applicable, off-street <br />parking and loading areas in accordance with the standards contained in the Zoning Code.
