October 22, 1997 Plan Commission Minutes Page 2 <br />Chairperson called upon the applicant. <br />Ken Yeung, Broker Associate, G.R.I., Re/max, 14323 S. Outer Forty Rd., Chesterfield, MO 63017 <br />stated that he represents the restaurant owner, Kevin Luu of Hon’s Wok, 4430 Cambridge Walk Ct., <br />St. Louis, MO 63044. Mr. Luu currently operates two restaurants in the area and formerly operated <br />a restaurant named the Canton Café in the Loop at 6600 Delmar. Mr. Yeung gave an overview of <br />the proposal. <br />Chairperson Solodar called on Planning Director, Al Goldman to provide the staff report. Mr. <br />Goldman stated that the proposed restaurant is to be located in the easternmost store space in the new <br />Schnucks University City Square shopping complex. The floor plan shows dining space for 40 <br />patrons. Ample parking is provided on the site to accommodate the 13 parking spaces required by <br />the zoning code. If appropriate conditions are attached regarding refuse container areas, litter <br />control and odor control, the proposed conditional use will meet the standards for approval. He finds <br />that the proposed conditional use will meet the standards for approval as set out in the Zoning Code, <br />Section 34-56 if the conditional use is limited by the conditions listed below. Accordingly, he <br />recommends approval subject to the following conditions: 1) The operator of the restaurant shall <br />regularly police the site and the area adjacent to the restaurant to remove litter and debris. 2) Trash <br />containers for patron use shall be available on the premises at all times. 3) Adequate refuse disposal <br />shall be provided by and for the business. The refuse containers and surroundings shall be maintained <br />in a clean condition. 4) An exhaust system shall be installed and/or other means shall be taken to <br />prevent any food preparations odors or cooking odors from being perceptible beyond the lot lines of <br />the property on which the restaurant is located. The exhaust system shall be maintained in a clean <br />condition by regular scheduled cleaning of the system. <br />Chairperson Solodar opened the public hearing and asked for testimony from the public. Mr. Solodar <br />read aloud a letter submitted from Fred Beckmann, no address given, who dropped said letter off at <br />the zoning office just prior to the meeting. Said letter was put in the case file. No members of the <br />public indicated a desire to speak, so the public hearing portion of the meeting was closed. <br />The Plan Commission determined that the evidence presented to the Plan Commission supports the <br />conclusion that the proposed conditional use: a) Complies with all applicable provisions of the <br />Zoning Code; b) At the specific location will contribute to and promote the community welfare or <br />convenience; c) Will not cause substantial injury to the value of neighboring property; d) Complies <br />with the overall neighborhood development plan and existing zoning district provisions; and e) Will <br />provide, if applicable, off-street parking and loading areas in accordance with the standards contained <br />in the Zoning Code. Mr. Price moved that the Plan Commission recommend approval of the <br />Conditional Use Permit subject to the following conditions: <br />1.
