<br />PLAN COMMISSION <br />Minutes <br />February 25, 1998 <br />The Plan Commission held its regular meeting in the E.O.C. room located in the basement of City <br />Hall, 6801 Delmar Boulevard, University City, Missouri on February 25, 1998. The meeting <br />commenced at 7:30 p.m. with Chairperson Solodar presiding. <br />Voting Members PresentVoting Members Absent <br />A. Walsh <br />Helton Reed <br />Council Liaison Present <br />: Larry Lieberman, City Council Member <br />Staff Present <br />: Frank Ollendorff, Acting Director of Planning; Frank Hill, Zoning Administrator <br />Approval of Minutes <br />Chairperson Solodar stated that the Commission would consider approval of the minutes from the <br />January 28, 1998 meeting. Mr. Reed moved for approval of the January 28, 1998 minutes. The <br />motion was seconded by Ms. Glassman and passed by a vote of 4 to 0 with all members voting <br />“aye.” <br />Rezoning (Map Amendment): SR to HRO, 8640, 8644, 8645, 8648, 8649, 8653, 8656 West <br />Kingsbury, and 8638 Barby <br />Chairperson Solodar announced that a hearing was scheduled to consider an application from <br />McKnight Place Partnership I, L.P., 1 McKnight Place, University City, MO 63124. The application <br />asks for permission to amend to the zoning map to change the zoning district at 8640, 8644, 8645, <br />8648, 8649, 8653, 8656 West Kingsbury, and 8638 Barby from “SR” - Single Family Residential <br />to “HRO” - High Density Residential/Office. The Chairperson noted the Commission's procedures <br />and criteria for reviewing map amendments. The Chairperson called upon the applicant. <br />Douglas Baron, Attorney for McKnight Place Partnership I, L.P., 10 S. Broadway, St. Louis, MO <br />63102, stated that his clients wished to have the properties located at 8640, 8644, 8645, 8648, 8649, <br />8653, 8656 West Kingsbury, and 8638 Barby from “SR” - Single Family Residential to “HRO” - <br />High Density Residential/Office. Mr. Baron introduced Robert Leonard, the Building Manager, <br />David Smith, Owner and Charles Deutsch, Owner. Mr. Baron stated that there is currently an <br />elevator apartment complex for the elderly named the Gatesworth located east of the area proposed <br />for rezoning. The owners have purchased the adjacent properties in hopes of expanding the current <br />facility with 53 new two bedroom apartments. Mr. Baron gave an overview of the project. <br />Chairperson Solodar called on Frank Ollendorff, Acting Director of Planning to provide the staff <br /> <br />
