February 25, 1998 Plan Commission Minutes Page 2 <br />report. Mr. Ollendorff stated that it is his recommendation that the property be rezoned to <br />accommodate the expansion. The facility is one of the finest in the St. Louis Metropolitan area and <br />has received national recognition. He further stated that the proposed expansion matches the <br />requirements of the Comprehensive Plan. <br />Mr. Ollendorff asked Mr. Hill to speak on the staff report. Mr. Hill summarized the Planning <br />Department Staff Report dated February 18, 1998 which is incorporated into these minutes by <br />reference. He stated that it is the recommendation of the city staff that the map amendment be <br />recommended for approval by the Plan Commission because it is consistent with the policies set <br />forth in the 1986 Comprehensive Plan. <br />Lana Weinbach, 8720 West Kingsbury stated that she opposes the rezoning because the High <br />Density apartment complex is not compatible with the surrounding single family residential area. <br />The complex is highly institutional in nature and is much higher than the surrounding one-story <br />structures in abutting neighborhood. She claims the Gatesworth has hurt property values. <br />Mr. Solodar stated that the submitted plans for the project show that the building will not be <br />substantially higher in elevation than the surrounding homes. <br />Mr. Price stated that he was involved in the writing of the Comprehensive Plan. He feels that the <br />project will bring in substantial tax revenues which will benefit the city as a whole and benefit the <br />school system in particular. The project has not received subsidies in the form of tax breaks. He will <br />be voting in favor of the rezoning. <br />Mr. Price moved that the Plan Commission recommend approval that the Official Zoning Map of <br />University City be amended so that the properties known as 8640, 8644, 8645, 8648, 8649, 8653, <br />8656 West Kingsbury, and 8638 Barby are rezoned from “SR” - Single Family Residential District <br />to “HRO” - High Density Residential/Office District. The motion was seconded by Ms. Glassman <br />and passed by a vote of 4 to 0, with all members voting “aye.” <br />Public Hearing: Conditional Use Permit Amendment #241(B), expansion of mixed use elevator <br />apartment complex for the elderly, 1 McKnight Place <br />Chairperson Solodar announced that a public hearing was scheduled to consider an application from <br />the McKnight Place Partnership I, L.P. represented by Douglas Baron Douglas, Attorney, 10 S. <br />Broadway, St. Louis, MO 63102 and Robert Leonard, the Building Manager, David Smith, Owner <br />and Charles Deutsch, Owner, 1 McKnight Place, University City, MO 63124. The application asks <br />for permission to allow the premises at 1 McKnight Place to expand the mixed use elevator <br />apartment complex for the elderly with 53 two-bedroom units. <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use <br />wpoffice\wpdata\m-2-25.plc <br /> <br />
