She further stated that there is a requirement that 50% of the parking be enclosed. She later <br />stated that the setback requirement of 25 feet from the rear property line was interpreted incorrectly <br />and that the setback should be 50 feet because the building is over fifty feet in height and the code <br />sections requires that. Mrs. West, 24 Willow Hill stated that guests for the Gatesworth park in <br />Ladue, property values have been lowered by the current building and will be negatively affected by <br />the addition. Jamil Glasspy, 8668 West Kingsbury, stated he is worried about further expansion of <br />the building beyond this proposal. A. G. Chevette, 35 Loren Woods, stated that the height and the <br />mass of the new building make it incompatible with the surrounding neighborhood. Betty Freel, <br />8655 Barby, stated that she has concerns about the parking during the construction period. In the <br />past there was noise and loitering problems. Leaf and garbage pickup were interrupted. Mark Frank, <br />8689 West Kingsbury, stated that he was concerned with parking and traffic problems. David <br />Freedman, 8644 Barby, stated that he wants the letter from McKnight Place Partnership to him to <br />be part of the conditional use permit to insure that the landscaping and lighting in that letter are <br />required. Jerry Perstein, 8700 West Kingsbury stated that he is concerned with the view of the 20' <br />retaining wall on West Kingsbury. Nancy Holekamp, 10 Willow Hill stated that she is opposed to <br />the expansion because it will abut her property and will negatively affect her property values. She <br />presented photographs made part of the record that showed several views of the existing project and <br />the current view from her rear property. She stated that the massiveness of the structure will destroy <br />the view from her rear yard. She suggests reducing the height of the structure to 3 stories, requiring <br />mature not just ornamental trees and setting the building back 50 feet from the property line. Lynn <br />Bilzing, 8753 Washington stated that there is an issue with traffic and the amount of parking spaces. <br />She would like a plan to address the interim parking during construction. She further stated that a <br />committee should be set up to consider the implications of parking during pre-construction, <br />construction and post-construction. She stated that the facility is not just used for the residents of <br />the building. There is meetings there all of the time and she has seen advertising for functions at the <br />facility in a publication. She also stated that the spa is open to the public. Steve Leonard, 7233 <br />Balson stated that he applauds the Gatesworth. His wife is an employee. He notes that the facility <br />does promote the community welfare. He is not related to the Building Director, Bob Leonard. Pete <br />McGowan, 8719 West Kingsbury, stated he was concerned with the tone against the city of Ladue. <br />He feels that the project should be looked at evenly. Susan Schaefer, 8745 West Kingsbury stated <br />that she is opposed to the expansion because of the massiveness, depth, width and height of the <br />structure. She states the access to the facility is insufficient because McKnight Place is a thin street. <br />People illegally access I-170 near the entrance to the facility. She is concerned with the safety of <br />children in the neighborhood. She is concerned with having strangers enter the area. The streets are <br />not designed for high density driving. Steven Littlefield, 7102 Maryland stated that he is in favor <br />of the proposal. There is plenty of landscaping and docks, There is a need for high quality residential <br />structures in the area. The proposal will increase tax revenue. Bruce Rennekamp, 527 North Central <br />stated that the Comprehensive Plan is 12 years old and a new plan should be written. He feels there <br />can be an increase in the tax base with less density. Dorian Hagen, 20 Willow Hill stated that her <br />home is directly behind the proposed south wall of the expansion.
