March 25, 1998 Plan Commission Minutes Page 11 <br />Access to an elevator apartment development shall be provided by internal access drives (public or private) <br />intersecting with a major street, but not closer than one-hundred and fifty (150) feet to an existing street <br />intersection (measured from the center line of the existing street intersection to the centerline of the access <br />drive). <br />3.Density and Dimensional Regulations: <br />a.Minimum Lot Area: <br />(1)Per development:30,000 sq. ft. <br />(2)Average per dwelling unit:500 sq. ft. <br />b.Minimum Lot Width & Depth:150 ft. <br />c.Minimum Building Setbacks (including accessory structures): <br />(1)From street right-of-way: 30 ft. <br />(2)Adjacent to "SR" or "LR" zoned <br />property: <br />(a) Up to 4 stories (or Less than or equal to 50 ft. in height): 25 ft. <br />Over ft. <br />(b) 4 to 7 stories (or 50 to 86 ft. in height): 50 ft. <br />Over <br />(c) Over 7 stories (or 86 ft. in height): 80 ft. <br />(3)Adjacent to all other properties: 25 ft. <br />d.Minimum Distance Between Buildings: No elevator apartment building shall be located closer than seventy- <br />five (75) feet from any other building containing a dwelling unit and located on the same lot. <br />Mr. Reed stated that he was concerned with the possibility that the decline in the common open <br />space requirements may be too extreme and may be viewed as favoring the applicants for the <br />expansion of the Gatesworth. <br />A motion was made by Mr. Walsh, seconded by Ms. Glassman and passed by a vote of 5 to 0 that <br />the Plan Commission recommend approval of the text amendment to 34-57.4 as follows (additions <br />are bolded and deletions are stricken out): <br />34-57.4 Common Open Space Requirements for Residential Developments <br />1.When common open space is required in the district regulations, such common open space shall comprise at least <br />this standard may be decreased to as low <br />fifteen (15) percent of the gross area of the residential development <br />as five (5) percent for developments in the “HR” - High Density Residential or “HRO” - High Density <br />Residential/Office District under conditional use permit review per Article 11 of the Zoning Code <br /> or be of <br />a size equivalent to one (1) acre for each 100 persons of expected population of the development, whichever is <br />greater. For purposes of this paragraph, the expected population shall be determined by multiplying the total <br />number of dwelling units times 2.5 persons per dwelling unit. <br />2.The amount of required common open space may be reduced by an amount equal to twice the total area of private <br />balconies or patios. The balconies or patios shall be accessible to individual dwelling units and consist of at least <br />sixty (60) square feet of outdoor area and have at least a horizontal dimension of six (6) or more feet.
