March 25, 1998 Plan Commission Minutes Page 10 <br />Mrs. David Freeman, dated February 18, 1998, as incorporated herein by reference, and shall <br />be maintained in accordance with the approved plan. <br />9.Drainage arrangements shall be approved by MSD and the City Public Works Department. <br />10.Exhaust control for common kitchen, laundry and other facilities shall be installed and <br />maintained to prevent smoke and odors from being perceptible beyond the property lines of <br />the development. <br />11.A study shall be made by the City along Barby Lane of the possible installation of additional <br />traffic controls which may be found appropriate based on the expansion of The Gatesworth. <br />Such study shall take into account current conditions on Barby Lane as well as any traffic <br />impact generated by the addition. Said study shall encompass information before, during and <br />after the expansion. The cost of such study shall be paid by applicant. <br />12.A study shall be performed concerning compliance with the zoning code, the aesthetic impact <br />and the developmental impact of the south elevation setback. <br />13.Applicant shall submit a plan for interim parking during the different phrases of construction <br />to the Director of Planning for his/her review and approval. The approved plan shall be <br />implemented and maintained. <br />The Commission voted 5 to 0 that the alternative conditions be presented to the City Council and <br />that if the City Council wanted to use the alternative conditions instead of those approved by the <br />Commission on February 25, 1998, that would be alright. <br />Text Amendment: Sections 34-57.3 Elevator Apartment Buildings and 34-57.4Common Open <br /> <br />Space Requirements for Residential Developments <br />Mr. Hill reviewed his memo dated March 21, 1998 (incorporated into these minutes by reference) <br />outlining the proposed changes to Sections 34-57.3 and 34-57.4 of the University City Zoning Code. <br />A motion was made by Mr. Walsh, seconded by Ms. Glassman and passed by a vote of 5 to 0 that <br />the Plan Commission recommend approval of the text amendment to 34-57.3 as follows (additions <br />are bolded and deletions are stricken out): <br />34-57.3 Elevator Apartment Buildings <br />1.Development Location: <br />not completely surrounded by single family residential <br />Elevator apartment developments shall be located <br />neighborhoods. <br />on a "major street," as specified in the Motor Vehicle and Traffic chapter of the University <br />ten (10) <br />City Municipal Code (Chapter 21).
