<br />PLAN COMMISSION <br />Minutes <br />October 28, 1998 <br />The Plan Commission held its meeting in the E.O.C. room located in the basement of City Hall, <br />6801 Delmar Boulevard, University City, Missouri on October 28, 1998. The meeting <br />commenced at 7:30 p.m. with Chairperson Solodar presiding. <br />Voting Members PresentVoting Members Absent <br />A. Hill, Zoning <br />Administrator <br />Council Liaison Present <br />: Robert Wagner, City Council Member <br />Approval of Minutes <br />Chairperson Solodar stated that the Commission would consider approval of the minutes from <br />the October 1, 1998 meeting. Mr. Solodar stated that the word “Ms.” should be changed “Mr.” <br />on page 2. Mr. Reed moved for approval of the October 1, 1998 minutes as amended. The <br />motion was seconded by Mr. Self and passed by a vote of 5 to 0 with all members voting “aye.” <br />Public Hearing: Conditional Use Permit #347, Non-retail along Delmar in “CC” District, <br />6679 Delmar <br />Chairperson Solodar announced that a public hearing was scheduled to hear an application from <br />D-Zine Hair and Art Studio, Inc. represented by Denise Edgar Grossman for a conditional use to <br />allow the premises at 6679 Delmar to be used as a non-retail establishment (hair salon) on the <br />ground floor along Delmar in the “CC” - Core Commercial District. <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use <br />permits and amendments to them. The Chairperson specifically stated that the Plan Commission <br />must consider whether the use: a) Complies with all applicable provisions of the University City <br />Zoning Code; b) At the specific location will contribute to and promote the community welfare <br />or convenience; c) Will not cause substantial injury to the value of neighboring property; d) Is <br />consistent with the Comprehensive Plan, neighborhood development plan (if applicable), and any <br />other official planning and development policies of the City; and e) Will provide off-street <br /> <br />
