March 24, 1999 Plan Commission Minutes Page 4 of 4 8241 Delmar stated that he was concerned with people parking too close to the corner of Delmar and Delcrest. No other members of the public indicated a desire to speak, so the public hearing portion of the meeting was closed. The Plan Commission determined that the evidence presented to the Plan Commission supports the conclusion that the proposed conditional use: a) Complies with all applicable provisions of the University City Zoning Code; b) At the specific location will contribute to and promote the community welfare or convenience; c) Will not cause substantial injury to the value of neighboring property; d) Is consistent with the Comprehensive Plan, neighborhood development plan (if applicable), and any other official planning and development policies of the City; and e) Will provide off-street parking and loading areas in accordance with the standards contained in Article 7 of the University City Zoning Code. Ms. Peniston moved that the Plan Commission recommend approval of the Conditional Use Permit. The motion was seconded by Mr. Self and passed by a vote of 5 to 0, with all members voting “aye” (Mr. Reed was not present for this agenda item). Discussion of Comprehensive Plan Update The Plan Commission discussed the update to the comprehensive plan. It was decided that a video should be made of certain areas designated for redevelopment and should be presented to the Commission before the next meeting.
