March 24, 1999 Plan Commission Minutes Page 4 of 4 <br />8241 Delmar stated that he was concerned with people parking too close to the corner of Delmar <br />and Delcrest. No other members of the public indicated a desire to speak, so the public hearing <br />portion of the meeting was closed. <br />The Plan Commission determined that the evidence presented to the Plan Commission supports <br />the conclusion that the proposed conditional use: a) Complies with all applicable provisions of <br />the University City Zoning Code; b) At the specific location will contribute to and promote the <br />community welfare or convenience; c) Will not cause substantial injury to the value of <br />neighboring property; d) Is consistent with the Comprehensive Plan, neighborhood development <br />plan (if applicable), and any other official planning and development policies of the City; and e) <br />Will provide off-street parking and loading areas in accordance with the standards contained in <br />Article 7 of the University City Zoning Code. Ms. Peniston moved that the Plan Commission <br />recommend approval of the Conditional Use Permit. The motion was seconded by Mr. Self and <br />passed by a vote of 5 to 0, with all members voting “aye” (Mr. Reed was not present for this <br />agenda item). <br />Discussion of Comprehensive Plan Update <br />The Plan Commission discussed the update to the comprehensive plan. It was decided that a <br />video should be made of certain areas designated for redevelopment and should be presented to <br />the Commission before the next meeting. <br />Adjournment <br />Ms. Peniston moved for adjournment.
