He also stated that the applicant agrees to the conditions as set forth in the staff recommendation. Mr. Hill gave the staff recommendation that the application be approved per his May 21, 1999 memo. Chairperson Solodar opened the public hearing and asked for testimony from the public. Reed Wernick, 8110 Roxburg, Clayton, MO 63105 inquired where the property line was located. No other members of the public indicated a desire to speak, so the public hearing portion of the meeting was closed. The Plan Commission determined that the evidence presented to the Plan Commission does support the conclusion that the proposed conditional use amendment: a) Complies with all applicable provisions of the University City Zoning Code; b) At the specific location will contribute to and promote the community welfare or convenience; c) Will not cause substantial injury to the value of neighboring property; d) Is consistent with the Comprehensive Plan, neighborhood development plan (if applicable), and any other official planning and development policies of the City; and e) Will provide off-street parking and loading areas in accordance with the standards contained in Article 7 of the University City Zoning Code. Mr. Price moved that the Plan Commission recommend approval of the Conditional Use Permit Amendment. The motion was seconded by Ms. Peniston and passed by a vote of 6 to 0, with all members voting “aye.” Discussion of Comprehensive Plan Update The Plan Commission discussed the update to the comprehensive plan. It was decided that a public hearing on the matter shall take place on June 16, 1999. Adjournment Ms. Peniston moved for adjournment. The motion was seconded by Ms. Glassman and passed unanimously.
