May 26, 1999 Plan Commission Minutes Page 2 of 3 <br />Ms. Peniston moved that the Plan Commission approve the final plat for the 7398 Norwood <br />Condominiums. The motion was seconded by Ms. Glassman and passed by a vote of 6 to 0, with <br />all members voting “aye.” <br />Hearing: Street Dedication, Delcrest Court <br />Chairperson Solodar announced that a hearing was scheduled to hear a street dedication <br />application from the Delcrest Court Condominium Association, 5 Delcrest Drive, University <br />City, MO 63124. The applicant has presented a final plat and wishes to dedicate the street to the <br />City. <br />The Chairperson noted the Commission's procedures and criteria for street dedication <br />applications. <br />Mr. Hill gave the staff recommendation that the application be approved per his memo dated <br />May 22, 1999. <br />Ms. Glassman moved that the Plan Commission approve the final plat for the Delcrest Court <br />Street Dedication. The motion was seconded by Ms. Ms. Peniston and passed by a vote of 6 to 0, <br />with all members voting “aye.” <br />Public Hearing: Conditional Use Permit Amendment #285(A), Convenience Store / <br />Gasoline Station, 8341 Olive <br />Chairperson Solodar announced that a public hearing was scheduled to hear an application from <br />Y’s Choice, LLC c/o Darryl Wikoff, Manger, 724 Spirit 40 Park Drive, Chesterfield, MO 63005. <br />The applicant requests a Conditional Use Permit Amendment in order to redesign the <br />convenience store building and modify the rear setback per Section 34-36.5(2)(c) of the <br />University City Zoning Code for the convenience store / gasoline station use. <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use <br />permits and amendments to them. The Chairperson specifically stated that the Plan Commission <br />must consider whether the use: a) Complies with all applicable provisions of the University City <br />Zoning Code; b) At the specific location will contribute to and promote the community welfare <br />or convenience; c) Will not cause substantial injury to the value of neighboring property; d) Is <br />consistent with the Comprehensive Plan, neighborhood development plan (if applicable), and any <br />other official planning and development policies of the City; and e) Will provide off-street <br />parking and loading areas in accordance with the standards contained in Article 7 of the <br />University City Zoning Code. <br />wpoffice\wpdata\m-5-26.plc <br /> <br />
