No other members of the public indicated a desire to speak, so the public hearing <br />portion of the meeting was closed. <br />Mr. Self stated that he felt this was a sensitive plan and that enclosing the complex would help <br />and that it is a positive plan. Ms. Glassman stated that she sympathizes with the feelings of the <br />surrounding residents concerning street parking. Mr. Solodar stated that the prohibition against <br />on-street visitor parking should remain. Mr. Wagner asked how many new employees would be <br />needed for the expansion. Mr. Deutsch answered approximately eleven. Mr. Solodar stated that <br />the following sentence should be added to Condition #10, “No construction workers shall park <br />on public streets during the construction period.” <br />The Plan Commission determined that the evidence presented to the Plan Commission does <br />support the conclusion that the proposed conditional use amendment: a) Complies with all <br />applicable provisions of the University City Zoning Code; b) At the specific location will <br />contribute to and promote the community welfare or convenience; c) Will not cause substantial <br />injury to the value of neighboring property; d) Is consistent with the Comprehensive Plan, <br />neighborhood development plan (if applicable), and any other official planning and development <br />policies of the City; and e) Will provide off-street parking and loading areas in accordance with <br />the standards contained in Article 7 of the University City Zoning Code. Mr. Price moved that <br />the Plan Commission recommend approval of the Conditional Use Permit Amendment, with the <br />following conditions: <br />1.Except as heretofore modified or modified by the terms hereof, all conditions of <br />conditional use permits 241(A), 295 and 295(A) and amendments thereto shall remain in <br />effect as to the property covered by said permits. <br />2.The approval of this application shall be contingent upon the full project area being <br />rezoned to be included in the “HRO” - High Density Residential/Office District. <br />3.Except as same must be modified to comply with the conditions hereof, the addition shall <br />be constructed and maintained in compliance with the plans submitted with this <br />application. <br />4.Lighting of all exterior areas, including all parking areas, shall comply with the <br />requirements of Section 34.93.7 of the Zoning Code, and shall be designed to be <br />compatible with surrounding areas, shall be shaded to direct light downward and away <br />from abutting uses. <br />5.All parking for the entire development, as it presently exists and the proposed addition, <br />including, without limitation, resident, guest, employee parking and parking for ancillary <br />or special events, shall be on-site and shall not be permitted on any adjoining or nearby <br />K:\WPOFFICE\WPDATA\m-8-25-1999.plc.wpd <br /> <br />
