August 25, 1999 Plan Commission Minutes Page 2 of 5 <br />Ms. Glassman moved that the Plan Commission recommend approval of the rezoning of 8644 <br />and 8650 Barby Lane from “SR” - Single Family Residential District to “HRO” - High Density <br />Residential Office / District. The motion was seconded by Mr. Irons and passed by a vote of 5 to <br />0, with all members voting “aye.” <br />Public Hearing: Conditional Use Permit Amendment #295(B), Expansion of Nursing <br />Home, 2 McKnight Place and 8644 and 8650 Barby <br />Chairperson Solodar announced that a public hearing was scheduled to hear an application from <br />McKnight Place Extended Care Facility, represented by Charles Deutsch, 1 McKnight Place, <br />University City, MO 63124. The applicant requests a Conditional Use Permit Amendment in <br />order to expand the existing nursing home. <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use <br />permits and amendments to them. The Chairperson specifically stated that the Plan Commission <br />must consider whether the use: a) Complies with all applicable provisions of the University City <br />Zoning Code; b) At the specific location will contribute to and promote the community welfare <br />or convenience; c) Will not cause substantial injury to the value of neighboring property; d) Is <br />consistent with the Comprehensive Plan, neighborhood development plan (if applicable), and any <br />other official planning and development policies of the City; and e) Will provide off-street <br />parking and loading areas in accordance with the standards contained in Article 7 of the <br />University City Zoning Code. <br />Charles Deutsch gave an overview and asked that the application be approved. He asked that the <br />Staff Report’s proposed condition #5 have the word “guest” deleted so that visitors to the nursing <br />home shall be permitted to park on the street in front of the business. <br />Mr. Hill gave the staff recommendation that the application be approved per his August 20, 1999 <br />memo. <br />Chairperson Solodar opened the public hearing and asked for testimony from the public. Kelly <br />Malon, 8677 Barby, stated that she was opposed to permitting parking for guests in front of the <br />building, that construction parking was taking place on the street already, wanted to know if there <br />was a plan to close off Barby Lane and was generally unhappy that construction would occur <br />across the street from her home. Loretta Collins, 8639 Barby, stated that shrubs need to be <br />replaced at the Gatesworth and did not like the business dealings the owners had with residents. <br />Tom Reiling, 8651 Barby, submitted photographs that he stated showed excessive lighting of the <br />Gatesworth, stated that he is against street parking for guests, that he was concerned about the <br />height of the building, and that he wished for the sidewalk in front of 8644 and 8650 Barby to <br />remain. Mr. Deutsch responded that the lights in question would be taken down during the <br />expansion. Pauline Jenkins, 8682 Barby, asked if this is the end of the expansion for the <br />Gatesworth Complex.
