<br />PLAN COMMISSION <br />Minutes <br />October 27, 1999 <br />The Plan Commission held the regular meeting in the Basement E.O.C. room located in City <br />Hall, 6801 Delmar Boulevard, University City, Missouri on October 27, 1999. The meeting <br />commenced at 7:30 p.m. with Chairperson Solodar presiding. <br />Voting Members PresentVoting Members Absent <br />A. John Solodar, ChairpersonTony Credit <br />Susan Glassman, Vice Chairperson <br />Byron Price <br />Jimmie Irons <br />Larry Self <br />Harley Smith <br />Staff Present <br />: Lehman Walker, Director of Planning and Development <br />Approval of Minutes <br />Chairperson Solodar stated that the Commission would consider approval of the minutes from <br />the August 25, 1999 meeting. Mr. Solodar stated that on Page 1 in the second to the last <br />paragraph the word “extended” should be spelled correctly. The vote on the last agenda item on <br />the last page should be “5 to 0.” Ms. Glassman moved for approval of the August 25, 1999 <br />minutes. The motion was seconded by Mr. Self and passed by a vote of 5 to 0 with all members <br />voting “aye” (Mr. Price was not present for the vote on this agenda item). <br />Hearing: Revision of Condition #9 of Conditional Use Permit Amendment #295(B), <br />Expansion of Nursing Home, 2 McKnight Place and 8644 and 8650 Barby <br />Chairperson Solodar announced that a hearing was scheduled to hear an application from <br />McKnight Place Extended Care Facility, represented by Charles Deutsch, 1 McKnight Place, <br />University City, MO 63124. The applicant previously requested a Conditional Use Permit <br />Amendment in order to expand the existing nursing home which was approved by the <br />Commission at the August 25, 1999 meeting. The applicant requests a revision to their plans and <br />Conditional Use Permit Application (295B). The revision only deals with the number of patient <br />rooms (increased from 38 to 39) and the number of parking spaces (increased from 47 to 50) and <br />only requires a change to condition number 9 of the proposed Conditional Use Permit. <br />The Plan Commission determined that the evidence presented supports the conclusion that the <br />proposed conditional use (and most recent revision thereto): a) Complies with all applicable <br />provisions of the University City Zoning Code; b) At the specific location will contribute to and <br />promote the community welfare or convenience; c) Will not cause substantial injury to the value <br /> <br />
