October 27, 1999 Plan Commission Minutes Page 4 of 5 <br />the Plan Commission recommend approval of the Conditional Use Permit Amendment, with the <br />following conditions: <br />1.A detailed construction traffic control and parking plan for the apartment complex should <br />be submitted to the Director of Planning for approval. Said plan shall set forth details <br />pertaining to worker and resident parking during all phases of the proposed construction. <br />It shall further detail solutions to public property maintenance issues such as street <br />cleaning and traffic diversion. Said plan shall be finalized prior to approval of an <br />occupancy permit for the real estate office use. <br />2.The hours of operation for the office shall be limited to those between 7:00 a.m. and 6:00 <br />p.m. <br />3.The construction office for the project shall be located within the dwelling being used for <br />the real estate office and a trailer for the use of construction office shall not be permitted. <br />4.The use of the dwelling at 530 North & South as a real estate and construction office shall <br />cease after the operation of the first apartment building begins. Thereafter, the rental and <br />construction office for the project shall be located within the first apartment building. <br />The motion was seconded by Ms. Glassman and passed by a vote of 6 to 0, with all members <br />voting “aye.” <br /> Hearing: Text Amendment to Section 34-57 <br />Chairperson Solodar announced that a hearing was scheduled to hear a text amendment of <br />Section 34-57 of the University City Zoning Code. The Chairperson noted the Commission's <br />procedures and criteria for text amendment applications. <br />Mr. Solodar gave an overview of the proposed text amendment. Mr. Self suggested that the <br />words “building massing” should be added before the word “model.” <br />Mr. Solodar moved that the Plan Commission recommend approval of the following amendment <br />to Section 34-57 of the University City Zoning Code (added text is italicized): <br />SECTION 34-57 SUPPLEMENTAL RESIDENTIAL DEVELOPMENT <br />STANDARDS <br />The following standards are intended to provide for adequate daylight, open <br />space, and privacy for occupants of townhouse apartments, garden apartments, <br />and elevator apartments.
