PLAN COMMISSION Minutes February 29, 2000 The Plan Commission held the special meeting in the E. O. C. Room located in the basement of City Hall, 6801 Delmar Boulevard, University City, Missouri on February 29, 2000. The meeting commenced at 7:30 p.m. with Chairperson Solodar presiding. Voting Members PresentVoting Members Absent Susan Glassman, Vice ChairpersonByron Price Jimmie IronsLarry Self Harley Smith Tony Credit Deborah Arbogast Staff Present: Lehman Walker, Director of Planning and Development Council Liaison Present: Robert Wagner, Councilperson Non-Voting Member Present: A. John Solodar, Chairperson Approval of Minutes Chairperson Solodar stated that the Commission would consider approval of the minutes from the December 8, 1999 meeting. Ms. Glassman moved for approval of the December 8, 1999 minutes. The motion was seconded by Mr. Smith and passed by a vote of 5 to 0 with all members voting “aye.” Public Hearing: Conditional Use Permit Amendment #344(B), Restaurant / Non-retail on ground floor facing Delmar, 6677 Delmar Chairperson Solodar announced that a public hearing was scheduled to hear an application from St. Louis Smoothie c/o Terry Zinser, 9914 Clayton Road, Ladue, MO 63124. The applicant requests a Conditional Use Permit Amendment in order to change the hours of operation and to add interior tables. The Chairperson noted the Commission's procedures and criteria for reviewing conditional use permits and amendments to them. The Chairperson specifically stated that the Plan Commission must consider whether the use: a) Complies with all applicable provisions of the University City Zoning Code; b) At the specific location will contribute to and promote the community welfare or convenience; c) Will not cause substantial injury to the value of neighboring property; d) Is
