The applicant requests a Conditional Use Permit in order to operate a self-service <br />car wash facility at 1000 Pennsylvania. <br />Don Uxa appeared for the applicant. Mr. Uxa gave an overview of the proposal. He asked that <br />the application be approved. He also stated that the applicant agrees to the conditions as set forth <br />in the staff recommendation. <br />Mr. Walker gave the staff recommendation that the application be approved per the April 19, <br />2000 memo. <br />Mr. Irons opened the public hearing and asked for testimony from the public. No members of the <br />public indicated a desire to speak, so the public hearing portion of the meeting was closed. <br />The Plan Commission determined that the evidence presented to the Plan Commission does <br />support the conclusion that the proposed conditional use amendment: a) Complies with all <br />applicable provisions of the University City Zoning Code; b) At the specific location will <br />contribute to and promote the community welfare or convenience; c) Will not cause substantial <br />injury to the value of neighboring property; d) Is consistent with the Comprehensive Plan, <br />neighborhood development plan (if applicable), and any other official planning and development <br />policies of the City; and e) Will provide off-street parking and loading areas in accordance with <br />the standards contained in Article 7 of the University City Zoning Code. Mr. Credit moved that <br />the Plan Commission recommend approval of the Conditional Use Permit with the following <br />conditions: <br />1.The hours of operation shall be limited to those between 6:00 a.m. and 12 a.m. <br />(Midnight). <br />2.The landscaping plan submitted with this application is approved as the landscape plan <br />for the development. Said landscaping shall be installed and maintained in accordance <br />with said plan. Landscaping shall be fully installed prior to the issuance of a commercial <br />occupancy permit. <br />3.Wash water shall not be permitted to run onto adjacent property or rights-of-way. <br />4.Grading and utilities shall be reviewed and approved by the Public Works Department, <br />Metropolitan Sewer District and any other appropriate agency prior to issuance of a <br />building permit. <br />5.Signs shall strictly comply with the regulations set forth in the University City Zoning <br />Code. <br />K:\WPOFFICE\WPDATA\m-4-26-2000.plc.wpd <br /> <br />
