April 26, 1999 Plan Commission Minutes Page 2 of 5 <br />Martin LLP, 720 Olive Street, Suite 2400, St. Louis, MO 63105. The applicant requests an <br />amendment to Conditional Use Permit 197 in order to reconfigure the parking lot at 6630 <br />Delmar. <br />Laura K. Rebbe appeared for the applicant. Ms. Rebbe gave an overview of the proposal. She <br />asked that the application be approved. She also stated that the applicant agrees to the conditions <br />as set forth in the staff recommendation. <br />Mr. Walker gave the staff recommendation that the application be approved per the April 19, <br />2000 memo. <br />Mr. Irons opened the public hearing and asked for testimony from the public. Dale Bryant, 6621 <br />Washington, stated that he was concerned about bank overflow parking causing people to park in <br />his buildoing’s parking lot. No other members of the public indicated a desire to speak, so the <br />public hearing portion of the meeting was closed. <br />The Plan Commission determined that the evidence presented to the Plan Commission does <br />support the conclusion that the proposed conditional use amendment: a) Complies with all <br />applicable provisions of the University City Zoning Code; b) At the specific location will <br />contribute to and promote the community welfare or convenience; c) Will not cause substantial <br />injury to the value of neighboring property; d) Is consistent with the Comprehensive Plan, <br />neighborhood development plan (if applicable), and any other official planning and development <br />policies of the City; and e) Will provide off-street parking and loading areas in accordance with <br />the standards contained in Article 7 of the University City Zoning Code. Mr. Smith moved that <br />the Plan Commission recommend approval of the Conditional Use Permit with the following <br />condition: <br />1.A landscaping plan shall be submitted to the Director of Planning for review and approval <br />after consultation with the City Forester. Said landscaping shall be installed and <br />maintained in accordance with said plan. Landscaping shall be fully installed no later <br />than one year from the approval of this conditional use permit. <br />The motion was seconded by Ms. Arbogast and passed by a vote of 4 to 0, with all members <br />voting “aye.” <br />Public Hearing: Conditional Use Permit #355, Self-Service Car Wash, 1000 Pennsylvania <br />Mr. Irons announced that a public hearing was scheduled to hear an application from <br />Olive Road, <br /> represented <br />LLC dba Squeaky Clean Car Wash, 8012 Bonhomme, Ste. 303, Clayton, MO 63105 <br />K:\WPOFFICE\WPDATA\m-4-26-2000.plc.wpd <br /> <br />
