May 24, 2000 Plan Commission Minutes Page 2 of 5 <br />Hearing: Rezoning / Map Amendment, 539 and 543 North & South <br />Chairperson Glassman announced that a hearing was scheduled to hear a rezoning / map <br />amendment condominium application from Mark Manlin representing Manco Builders, Inc. <br />677 <br />The applicant requests that the properties at 539 and 543 <br />Craig Road, St. Louis, MO 63141. <br />North & South be rezoned from “SR” - Single Family Residential District to “LR” - Limited <br />Residential District. <br />Ms. Glassman noted the Commission's procedures and criteria for rezoning / map amendment <br />applications. <br />Mr. Manlin gave an overview of the proposal. He asked that the application be approved. <br />Mr. Hill gave the staff recommendation that the application be approved per the May 18, 2000 <br />memo. <br />Mr. Price moved that the Plan Commission recommend approval of the rezoning / map <br />amendment of the properties at 539 and 543 North & South from “SR” - Single Family <br />Residential District to “LR” - Limited Residential District. The motion was seconded by Ms. <br />Arbogast and passed by a vote of 5 to 0, with all members voting “aye.” <br />Public Hearing: Conditional Use Permit #356, Disguised Telecommunications Antenna Pole <br />(Flagpole), 7547 Olive <br />Chairperson Glassman announced that a public hearing was scheduled to hear an application <br />from Omnipoint Communications C Operations, LLC, 12140 Woodcrest Executive Drive, Suite <br />350, St. Louis, MO 63141 represented by CIS Communications, LLC 165 N. Meramec, Suite <br />120, Clayton, MO 63105. The applicant requests a Conditional Use Permit in order to erect a <br />disguised telecommunications antenna pole (flagpole) at 7547 Olive. <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use <br />permits and amendments to them. The Chairperson specifically stated that the Plan Commission <br />must consider whether the use: a) Complies with all applicable provisions of the University City <br />Zoning Code; b) At the specific location will contribute to and promote the community welfare <br />or convenience; c) Will not cause substantial injury to the value of neighboring property; d) Is <br />consistent with the Comprehensive Plan, neighborhood development plan (if applicable), and any <br />other official planning and development policies of the City; and e) Will provide off-street <br />parking and loading areas in accordance with the standards contained in Article 7 of the <br />University City Zoning Code. <br />Brick Storts and Peter Newton of CIS Communications, LLC appeared for the applicant.
