October 25, 2000 Plan Commission Minutes Page 2 of 5 <br />Mr. Self moved that the Plan Commission approve the final plat for the resubdivision / <br />condominium at 7952- 54 Delmar (even). The motion was seconded by Mr. Smith and passed by <br />a vote of 5 to 0, with all members voting “aye.” <br />Hearing: Resubdivision / Condominium, 500 North & South <br />Chairperson Glassman announced that a hearing was scheduled to hear a resubdivision / <br />condominium application from North Clayton Development, LLC and Londe Group Investments, <br />LLC represented by Robert Howe of Fischer & Frichtel, 7 The Pines Ct., Suite B, St. Louis, MO <br />63141. The applicant has presented a final plat and wishes to create 22 condominium units out <br />of a 22 unit apartment building at 500 North & South to be known as “Claymont Place <br />Condominiums Phase 1.” <br />Ms. Glassman noted the Commission's procedures and criteria for resubdivision applications. <br />Robert Howe gave an overview of the proposal. He asked that the application be approved. <br />Mr. Hill gave the staff recommendation that the application be approved per the October 20, <br />2000 memo. <br />Ms. Arbogast moved that the Plan Commission approve the final plat for the resubdivision / <br />condominium at 500 North & South. The motion was seconded by Mr. Smith and passed by a <br />vote of 5 to 0, with all members voting “aye.” <br />Public Hearing: Conditional Use Permit Amendment #400, Telecommunications Antenna, <br />7220 Waterman <br />Chairperson Glassman announced that a public hearing was scheduled to hear an application <br />from <br />Omnipoint Communications C Operations, LLC, represented by Peter Newton of CIS <br />The applicant requests <br />Communications, LLC, 165 N. Meramec, Suite 120, Clayton, MO 63105. <br />a Conditional Use Permit in order to allow a disguised telecommunications antenna pole <br />(flagpole) at 7220 Waterman (Flynn Park School). <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use <br />permits and amendments to them. The Chairperson specifically stated that the Plan Commission <br />must consider whether the use: a) Complies with all applicable provisions of the University City <br />Zoning Code; b) At the specific location will contribute to and promote the community welfare <br />or convenience; c) Will not cause substantial injury to the value of neighboring property; d) Is <br />consistent with the Comprehensive Plan, neighborhood development plan (if applicable), and any <br />other official planning and development policies of the City; and e) Will provide off-street <br />parking and loading areas in accordance with the standards contained in Article 7 of the <br />University City Zoning Code. <br />K:\WPOFFICE\WPDATA\m-10-25-2000.plc.wpd <br /> <br />
