<br />PLAN COMMISSION <br />Minutes <br />January 24, 2001 <br />The Plan Commission held the regular meeting in the E. O. C. Room located in the basement of City <br />Hall, 6801 Delmar Boulevard, University City, Missouri on January 24, 2001. The meeting <br />commenced at 7:30 p.m. with Chairperson Glassman presiding. <br />Voting Members PresentVoting Members Absent <br />Susan Glassman, Chairperson Larry Self, Vice Chairperson <br />Deborah ArbogastJimmie Irons <br />Harley SmithByron Price <br />Tony Credit <br />Staff Present: <br /> Lehman Walker, Director of Planning and Development; Frank Hill, Zoning <br />Administrator <br />Council Liaison Present: <br /> Wayne Munkel, Councilperson <br />Approval of Minutes <br />Chairperson Glassman stated that the Commission would consider approval of the minutes from the <br />December 13, 2000 meeting. Mr. Credit moved for approval of the December 13, 2000 minutes. The <br />motion was seconded by Ms. Arbogast and passed by a vote of 4 to 0 with all members voting “aye.” <br />Public Hearing: Conditional Use Permit Amendment #290A, Vehicle Repair Facility <br />Expansion, 7170 Vernon <br />Chairperson Glassman announced that a public hearing was scheduled to hear an application from <br />Miller Brothers Auto Service, Inc. represented by Trey Miller, 7170 Vernon, University City, MO <br />63130. The applicant requests a Conditional Use Permit Amendment in order to allow expansion of <br />the building with two new service bays. <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use <br />permits and amendments to them. The Chairperson specifically stated that the Plan Commission <br />must consider whether the use: a) Complies with all applicable provisions of the University City <br />Zoning Code; b) At the specific location will contribute to and promote the community welfare or <br />convenience; c) Will not cause substantial injury to the value of neighboring property; d) Is <br />consistent with the Comprehensive Plan, neighborhood development plan (if applicable), and any <br />other official planning and development policies of the City; and e) Will provide off-street parking <br />and loading areas in accordance with the standards contained in Article 7 of the University City <br />Zoning Code. <br /> <br />
