PLAN COMMISSION Minutes January 24, 2001 The Plan Commission held the regular meeting in the E. O. C. Room located in the basement of City Hall, 6801 Delmar Boulevard, University City, Missouri on January 24, 2001. The meeting commenced at 7:30 p.m. with Chairperson Glassman presiding. Voting Members PresentVoting Members Absent Susan Glassman, Chairperson Larry Self, Vice Chairperson Deborah ArbogastJimmie Irons Harley SmithByron Price Tony Credit Staff Present: Lehman Walker, Director of Planning and Development; Frank Hill, Zoning Administrator Council Liaison Present: Wayne Munkel, Councilperson Approval of Minutes Chairperson Glassman stated that the Commission would consider approval of the minutes from the December 13, 2000 meeting. Mr. Credit moved for approval of the December 13, 2000 minutes. The motion was seconded by Ms. Arbogast and passed by a vote of 4 to 0 with all members voting “aye.” Public Hearing: Conditional Use Permit Amendment #290A, Vehicle Repair Facility Expansion, 7170 Vernon Chairperson Glassman announced that a public hearing was scheduled to hear an application from Miller Brothers Auto Service, Inc. represented by Trey Miller, 7170 Vernon, University City, MO 63130. The applicant requests a Conditional Use Permit Amendment in order to allow expansion of the building with two new service bays. The Chairperson noted the Commission's procedures and criteria for reviewing conditional use permits and amendments to them. The Chairperson specifically stated that the Plan Commission must consider whether the use: a) Complies with all applicable provisions of the University City Zoning Code; b) At the specific location will contribute to and promote the community welfare or convenience; c) Will not cause substantial injury to the value of neighboring property; d) Is consistent with the Comprehensive Plan, neighborhood development plan (if applicable), and any other official planning and development policies of the City; and e) Will provide off-street parking and loading areas in accordance with the standards contained in Article 7 of the University City Zoning Code.
