January 24, 2001 Plan Commission Minutes Page 3 of 4 <br />Chairperson Glassman announced that a hearing was scheduled to hear a rezoning / map amendment <br />application from The Episcopal Diocese of Missouri c/o Harold R. Burroughs, Attorney, 211 N. <br />Broadway, Suite 3600, St. Louis, MO 63102. The applicant wishes to rezone the property at 7023 <br />Forsyth from “SR” - Single Family Residential District to “PA” - Public Activity District. They will <br />later file an application for Conditional Use for an office use in that district. <br />Ms. Glassman noted the Commission's procedures and criteria for rezoning / map amendment <br />applications. <br />Mr. Burroughs gave an overview of the proposal. He asked that the application be approved. <br />Mr. Hill gave the staff recommendation that the application be approved per the January 19, 2001 <br />memo. Mr. Hill circulated a letter from Leslie Chambers Strohm, 7026 Lindell, asking that the <br />rezoning be denied. <br />Reverend Mike Kinman of the Episcopal Diocese of Missouri, 1210 Locust Street, St. Louis, MO <br />63103 stated that he will be operating the proposed student center and that he currently practices out <br />of the Church of St. Michael and St. George in Clayton. He gave an overview of the proposal. <br />Jeremy Flesh - 7236 Maryland of the Bethel Lutheran Church and Bates Childress - 7024 Forsyth <br />spoke in favor of the application. <br />Mr. Smith asked if the property would then be taken off of the tax rolls. Mr. Burroughs replied that it <br />would because it is a not-for profit use. Ms. Arbogast asked if the proposed housing in the building <br />would be restricted to students. Mr. Kinman stated that the residential use would be for two <br />Washington University students. Most other traffic would be from student pedestrians visiting the <br />center. Ms. Glassman asked for clarification on the intensity of the use. Mr. Kinman stated that the <br />hours would be from 11 am to 10 pm. He imagined that there would be no more than three to four <br />students visiting at a time. They have an agreement to share parking with the Lutheran Church next <br />door. Mr. Munkel stated that he was in favor of the proposal. Mr. Smith asked for Staff to report <br />back on the tax loss to the City (Mr. Kinman later reported that the 1999 property taxes were $2,980). <br />Mr. Credit asked Mr. Childress if he foresaw any decline in his property values because of the use. <br />Mr. Childress replied that he did not. <br />Mr. Credit moved that the Plan Commission recommend that the application for Map Amendment / <br />Rezoning be approved by changing the zoning classification of 7023 Forsyth from “SR” - Single <br />Family Residential District to “PA” - Public Activity District.
