<br />PLAN COMMISSION <br />Minutes <br />April 25, 2001 <br />The Plan Commission held the regular meeting in the E. O. C. Room located in the basement of City <br />Hall, 6801 Delmar Boulevard, University City, Missouri on April 25, 2001. The meeting commenced <br />at 7:30 p.m. with Chairperson Glassman presiding. <br />Voting Members PresentVoting Members Absent <br />Susan Glassman, Chairperson Larry Self, Vice Chairperson <br />Jimmie IronsByron Price <br />Harley Smith <br />Tony Credit <br />Deborah Arbogast <br />Staff Present: <br /> Lehman Walker, Director of Planning and Development; Frank Hill, Zoning <br />Administrator <br />Council Liaison Present: <br /> Wayne Munkel, Councilperson <br />Approval of Minutes <br />Chairperson Glassman stated that the Commission would consider approval of the minutes from the <br />March 28, 2001 meeting. Mr. Smith moved for approval of the March 28, 2001 minutes. The motion <br />was seconded by Mr. Irons and passed by a vote of 5 to 0 with all members voting “aye.” <br />Public Hearing: Conditional Use Permit #404, Restaurant (gourmet carry-out) in “LC” <br />District, 405 - 407 Jackson <br />Chairperson Glassman announced that a public hearing was scheduled to hear an application from <br />Truffes, Inc. c/o Helen Fletcher, 622 N. Skinker, St. Louis, MO 63130. The applicant requests a <br />Conditional Use Permit in order to operate a restaurant (gourmet carry-out) in the “LC” - Limited <br />Commercail District at 405 - 407 Jackson. <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use <br />permits and amendments to them. The Chairperson specifically stated that the Plan Commission <br />must consider whether the use: a) Complies with all applicable provisions of the University City <br />Zoning Code; b) At the specific location will contribute to and promote the community welfare or <br />convenience; c) Will not cause substantial injury to the value of neighboring property; d) Is <br />consistent with the Comprehensive Plan, neighborhood development plan (if applicable), and any <br />other official planning and development policies of the City; and e) Will provide off-street parking <br />and loading areas in accordance with the standards contained in Article 7 of the University City <br />Zoning Code. <br />K:\WPOFFICE\WPDATA\m-4-25-2001.plc.wpd <br /> <br />
