<br />PLAN COMMISSION <br />Minutes <br />July 25, 2001 <br />The Plan Commission held the regular meeting in the E. O. C. Room located in the basement of City <br />Hall, 6801 Delmar Boulevard, University City, Missouri on July 25, 2001. The meeting commenced <br />at 7:30 p.m. with Chairperson Glassman presiding. <br />Voting Members PresentVoting Members Absent <br />Susan Glassman, Chairperson Tony Credit <br />Larry Self, Vice ChairpersonDeborah Arbogast <br />Byron Price <br />Jimmie Irons <br />Harley Smith <br />Staff Present: <br /> Lehman Walker, Director of Planning and Development, Frank Hill, Zoning <br />Administrator <br />Council Liaison Present: <br /> Wayne Munkel, Councilperson <br />Approval of Minutes <br />Chairperson Glassman stated that the Commission would consider approval of the minutes from the <br />May 23, 2001 meeting. Mr. Smith moved for approval of the May 23, 2001 minutes. The motion <br />was seconded by Mr. Self and passed by a vote of 4 to 0 with all members voting “aye” (Mr. Price <br />was not present for this agenda item). <br />Public Hearing: Conditional Use Permit #405, Commercial Building with Increased Site <br />Coverage, 877 Kingsland <br />Chairperson Glassman announced that a public hearing was scheduled to hear an application from M. <br />D. Jones, L.L.C., represented by Mickey D. Jones, 410 Mapleview, Fenton, MO 63026. The <br />applicant requests a Conditional Use Permit in order to develop a commercial strip center site with <br />increased site coverage per Section 34-38.5(4) of the Zoning Code at 877 Kingsland. <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use <br />permits and amendments to them. The Chairperson specifically stated that the Plan Commission <br />must consider whether the use: a) Complies with all applicable provisions of the University City <br />Zoning Code; b) At the specific location will contribute to and promote the community welfare or <br />convenience; c) Will not cause substantial injury to the value of neighboring property; d) Is <br />consistent with the Comprehensive Plan, neighborhood development plan (if applicable), and any <br />K:\WPOFFICE\WPDATA\m-7-25-2001.plc-draft.wpd <br /> <br />
