F. Ludewig and Associates, 855 Claymont, Ballwin, MO 63011 and <br />Michael J. Parnas, Attorney at Law, 7733 Forsyth Blvd., Suite 1600, St. Louis, MO 63105 <br />represented the applicant. They gave an overview of the proposal and stated that the owner will <br />occupy one of the units with a laudromat. They asked that the application be approved. <br />Mr. Hill gave the staff recommendation that the application be approved per the July 19, 2001 Staff <br />Memo. <br />The Chairperson asked for comments from the members of the Public. Joyce Daughadon, 727 Yale, <br />stated that she is a neighborhood trustee for the University Heights #1 subdivision and that she was <br />concerned about a 5 foot strip of land that is a walking path between the subdivision and Vernon. <br />Mary Ann Gaston, 780 Harvard, stated that she was concerned about: the closeness to her property <br />located directly behind the proposed development, hours of operation, dumpster locations, the effect <br />on the area of other uses in the building, lighting and sound barriers; she felt the development would <br />lower property values. Betsy Grant, 730 Harvard, stated that she was concerned about trash removal <br />in the evening hours and that there was no need to develop this property with a laundromat because <br />there are many in the area and buildings along Olive need to be occupied. Shari Yentumi, 6939 <br />Dartmouth stated that she was concerned about having access along the path to Vernon, about the <br />effect of the other lessors in the building and she stated that children accessing the thoroughfare <br />should be a consideration. Jane Asbury, 6720 Vernon stated that she owns the property directly to the <br />west on Vernon and claimed that she has an easement to drive out through the currently vacant lot <br />onto Vernon, that she opposes any 24 hour operations and that this is a high pedestrian area and <br />should remain that way. No other members of the public wished to speak and the Public Hearing was <br />closed. <br />Mr. Walker asked how this laundry operation will affect the laundry on Delmar (also owned by the <br />applicant). Mr. Jones stated that they will probably, eventually close the Delmar operation. Mr. Price <br />asked what other type of uses were being proposed for the building. Mr. Parnas stated that they <br />would only seek uses approved under the Zoning Code. Mr. Munkel inquired about who owns the <br />footbridge and the footpath discussed earlier. Mr. Ludewig stated that his research shows that the <br />footbridge area is actually part of Harvard Avenue and that the 5 foot wide path running along the <br />west side of the subject property and on the east side of 6720 Vernon is owned by the University <br />Heights subdivision. Mr. Parnas stated that according to the title search done on the property, an <br />easement for owners of 6720 Vernon to access their property from the subject property does not exist <br />but they will comply with any legal easement on the property. Mr. Self asked where the existing <br />brick wall was located. Mr. Ludewig stated that the brick wall is located on the 5 foot wide strip of <br />land owned by the University Heights subdivision. Mr. Smith stated that there should be a condition <br />added concerning hours of trash pickup.
