Parking shall be provided <br />in the amount required by the University City Zoning Code. <br />11.The Fire Department Staff shall approve the proposed exterior parking layout. The alleyway <br />shall be kept clear of any obstructions and signs shall be erected that clearly state all cars <br />blocking the alleyway will be towed. <br />12.The applicants shall submit a traffic study, satisfactory to the Director of Planning and <br />Development and the Director of Public Works, that takes into account the effect of the new <br />units. That study must conclude that the proposed increase in density will result in a <br />relatively modest increase in traffic generation prior to final issuance of this Conditional Use <br />Permit Amendment. <br />The motion was seconded by Mr. Credit and passed by a vote of 4 to 0 with all members voting “aye.” <br />Text Amendment: Moratorium extension on Adult / Sexually Oriented Businesses <br />Mr. Hill stated that Staff and City Zoning Attorney have been working on proposed legislation to <br />address the issue of adult / sexually oriented businesses and that proposed legislation should be ready <br />for review within the next two months. However, the previously approved moratorium will expire on <br />December 26, 2001. Mr. Credit moved that the Plan Commission recommend approval of the <br />proposed extension as follows: <br />The Commission recommends to the City Council that a moratorium of six months be <br />established, beginning at the expiration date of the previous moratorium’s ending date <br />(December 26, 2001), during which sexually oriented businesses, including adult book <br />stores, adult novelty stores, adult video stores, adult places of entertainment and other <br />sexually oriented businesses shall not be approved or any permit authorizing such use <br />granted. <br />The motion was seconded by Ms. Arbogast and passed by a vote of 4 to 0 with all members voting <br />“aye.” <br />Other Business <br />Ms. Glassman discussed her views on the possibility of requiring site plan review for new homes that <br />do not conform to the prevailing pattern of height and mass in the surrouinding neighborhood.
