<br />PLAN COMMISSION <br />Minutes <br />March 27, 2002 <br />The Plan Commission held the regular meeting in the E. O. C. Room located in the basement of City <br />Hall, 6801 Delmar Boulevard, University City, Missouri on March 27, 2002. The meeting <br />commenced at 7:30 p.m. with Vice Chairperson Smith presiding. <br />Voting Members PresentVoting Members Absent <br />Larry Self, Vice ChairpersonSusan Glassman, Chairperson <br />Jimmie Irons <br />Deborah Arbogast <br />Harley Smith <br />Tony Credit <br />Byron Price <br />Staff Present: <br /> Lehman Walker, Director of Planning and Development, Frank Hill, Zoning <br />Administrator <br />Approval of Minutes <br />Vice Chairperson Smith stated that the Commission would consider approval of the minutes from the <br />February 27, 2002 meeting. Mr. Smith moved for approval of the February 27, 2002 minutes. The <br />motion was seconded by Mr. Irons and passed by a vote of 4 to 0 with all members voting “aye” (Mr. <br />Credit and Mr. Price were not present for this agenda item). <br />Public Hearing: Conditional Use Permit Amendment, Convenience Store and Gas Station, 7531 <br />Olive <br />Vice Chairperson Self announced that a public hearing was scheduled to hear an application from <br />Yaser M. Hamdan dba Minit Mark, Inc., 7531 Olive, University City, MO 63130. The applicant <br />requests an amendment to the previously approved Conditional Use Permit in order to change the use <br />from automotive repair to convenience store at 7531 <br />The Vice Chairperson noted the Commission's procedures and criteria for reviewing conditional use <br />permits and amendments to them. The Vice Chairperson specifically stated that the Plan Commission <br />must consider whether the use: a) Complies with all applicable provisions of the University City <br />Zoning Code; b) At the specific location will contribute to and promote the community welfare or <br />convenience; c) Will not cause substantial injury to the value of neighboring property; d) Is consistent <br />with the Comprehensive Plan, neighborhood development plan (if applicable), and any other official <br />planning and development policies of the City; and e) Will provide off-street parking and loading areas <br />in accordance with the standards contained in Article 7 of the University City Zoning Code. <br />K:\WPOFFICE\WPDATA\m-3-27-2002.plc.wpd <br /> <br />
